The primary focus of the position is to ensure a structured knowledge management approach of the ER network for the benefit of all member associations implementing humanitarian projects. In this position the incumbent shall also contribute to the development of standard procedures and tools (e.g. ER Handbook) as well as their standardized application for humanitarian projects. This includes providing training and capacity building on guidelines and tools including digital training delivery.

As a secondary focus, this position will provide technical and project management advise on request to ongoing humanitarian operations, during all stages: formulation, implementation and follow-up of Emergency response programs (herewith after ERPs) at regional offices/Member Associations level with a strong emphasis on enabling internal and external know-how transfer and institutionalization of technical knowledge.

Tasks & Responsibilities

  • Develop and roll out a Humanitarian Knowledge Management Strategy in line with ‘Connect SOS strategic project’ to increase the use of ERP and Database systems for project information and management
  • Lead the roll out of Emergency Response for the ERP System (ProDIGI) and for the beneficiary database (PDB2) integration
  • Train GER staff and relevant staff in MAs on using both systems and entering all relevant ER Data correctly, set up and lead a team of key users
  • Act as a Focal point to Business Analysts and Product Owners to refine systems to capture ER relevant data and develop reporting formats for analysis or ER response in SOS using both systems (ProDIGI and PDB2) as well as Power BI
  • Revise the GER Response Hub and document filing approach on the on the SOS Collaboration Platform
  • Support finalization and further refinement of the ER Handbook
  • Contribute to the roll-out of the ER Handbook through technical input and by designing and delivering technical trainings together with Emergency Advisors.
  • Advise on systematic use of standard templates and project document organization for all ER projects in SOS Federation
  • Design and develop Training material including E-Self learning modules to increase quality and sector compliance of SOS humanitarian operations
  • Provide regular and on demand guidance and expert advice to Member Associations jointly and in agreement with regional offices IORs for identification, planning, implementation and exit/phase out of ERPs – in alignment with the ERP Planning Process, the Emergency Policy and procedures established in the ER Handbook.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the CHS, Sphere Charter and Red Cross Code of Conduct
  • Ensure and oversee the timely and relevant information flow from emergency locations to the International Office, PSAs and other relevant stakeholders related to ERPs

Requirements

Essential:

  • A Bachelor or Master degree in humanitarian/development studies, international relations, business administration, other related field or substantial proven work experience
  • A minimum of 5 years of work experience in the humanitarian / development context in a multi-sector INGO
  • At least 1 year of international humanitarian field experience in Asia, Africa or Latin America
  • Knowledge in designing and implementing emergency preparedness and response activities
  • Knowledge of international humanitarian standards, systems and context
  • Understanding and knowledge of database and project management systems
  • Experience in knowledge management and skills in training development and delivery
  • Project management skills
  • Advanced knowledge of MS Office
  • Strong English skills (written and verbal). Spanish and/or French would be desirable
  • Experience in working with database and ERP systems (Sharepoint, ProDIGI, D365, Power BI)
  • Eligibility to work in the EU (citizenship or work permit)
