The Gender in Emergencies Manager (hereafter referred to as GiE Manager) will strengthen gender integration, mainstreaming in a multi-sectoral (WASH, Shelter, Cash, GBV, Protection) BHA project in Ukraine. The GiE Manager will act as a coordination point for the consortium (ACTED, Right to Protect, World Vision, CARE and with CARE’s local partners which are Vostok-SOS and CFSSS) to propagate best practices and standards for gender equality in emergencies. The role will report to the Assistant Country Director– Program. The incumbent will have international experience in gender mainstreaming approaches, advocacy, coordination, and program development. The position work exclusively on the BHA project and with the BHA partners.

The incumbent must have advanced Gender in Emergencies (GiE) skills and demonstrated experience in a range of humanitarian contexts, including large-scale displacement. The incumbent will support the BHA team and partners with gender mainstreaming including the design of activities, partner support, and evaluation of programs according to global gender standards. They will play a vital role in the broader strategic, and advocacy work of Ukraine.

Please note, the Gender in Emergencies Manager role is a fixed term contract of 8 months.

Responsibilities and tasks

Responsibility 1: GiE Technical Support, Capacity Building, Emergency Preparedness & Response (45%)

  • Drive BHA’s gender in emergencies (GiE) work with the BHA project in Ukraine through regular support to the consortium and ensure that the project mainstreams GiE approaches and appropriately considers the protection and empowerment of women and girls. This will include both in-person and remote support including but not limited to a review of project implementation strategies and approaches.
  • Support BHA consortium partners and implementing partners to implement recommendations brought forth by the CARE Ukraine Rapid Gender Analysis (RGA) and other assessments e.g. baseline/needs assessments.
  • Support BHA programming to be gender sensitive at a minimum through capacity-building plans, monitoring, and evaluation.
  • Work with consortium and implementing partners to determine implementing partner support needs the utilization of GiE tools and approaches.

Responsibility 2: GiE Program Quality and Learning (25%)

  • Lead development of GiE sub-strategies in BHA, including work with local partners, women’s led organizations
  • Lead internal consortium coordination of resources and efforts to ensure mainstreaming of gender in emergencies and efficient use of resources, monitor measures of success, and report on progress in strategy implementation.
  • Further deepen the consortium’s understanding of GiE at the operational level to consolidate experience, test innovations, and models, document lessons learned, and refine guidance.
  • Identify and lead partnerships to enhance BHA’s GiE approaches across humanitarian responses.
  • Lead and facilitate the inclusion of GiE into existing GBV communities of practice, ensuring experiences are exchanged and lessons learned.
  • Work with relevant program staff to ensure the inclusion of GiE approaches and to support and coordinate the development of GiE-specific proposals.

Responsibility 3 Coordination and Representation (10%)

  • Liaise with a range of internal CARE stakeholders working on GIE, to highlight the project share learning on mainstreaming.
  • Safeguard and propagate CARE Ukraine- BHA interests in dealings with external parties in your areas of responsibility e.g. other CI Members, Host Country Governments, etc. through proper review of Contracts, Individual Project Implementation Agreements, and other legal documents.
  • Liaise with Desk officer in HQ and other CI members as required and ensure that all reports/information due to them are submitted promptly.

Responsibility 4: Policy & Advocacy (10%)

    • Contribute to the GiE policy dialogue at the national level through coordination with the BHA consortium, CARE Ukraine team, CARE Deutschland Team, and Global Advocacy Team.
      – Build and maintain relationships to facilitate implementation of the gender in emergencies objectives in the Humanitarian Advocacy Strategy.
      – Act as a Spokesperson with external audience and media on CARE’s related GiE BHA programming in Ukraine.

Responsibility 5: Supervision and Management (10%)

    • Supervision and performance management of Gender Coordinator, consultants, and management of financial resources as required.

Education and Certifications

Master’s degree or equivalent experience in Social Sciences, Gender Studies, Social Work, Public Health, International Development, International Law, or another relevant field of study

Minimal requirements:

  • International experience in (primary data collection) assessments, gender analyses, program development, staff management, and budget preparation
  • Strong understanding of international standards and agreements related to Gender in Emergencies, Protection, and GBViE.
  • Knowledge and experience in proposal development, stakeholder representation, and resource mobilization.
  • Experience providing technical advice related to gender-integrated programming in nexus and/or humanitarian settings.
  • Experience in supporting and empowering HQ and Country Office teams in implementing GBV analyses.
  • Experience using formal and informal adult education methods to build the capacity of relevant stakeholders to identify and respond to GiE programming needs.
  • Excellent knowledge and conceptual understanding of gender equality and protection mainstreaming including in nexus contexts
  • Experience in identifying and sharing relevant GiE resources.
  • Demonstrate commitment to the decolonization of aid, empowerment of Women’s Rights Organizations, and feminist principles.
  • Demonstrate commitment to creating an environment within CARE’s workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse, sexual exploitation, and child abuse (SHEA-CA).

Other requirements

Working & Living Conditions

The main duty station will be the office in Lviv in the Western region of Ukraine. Expected percentage of travel time: 10 – 15% to CARE project locations in any of the oblasts where CARE program activities are conducted.

Lviv’s security situation is currently moderate but may differ in project locations. This is an unaccompanied position; regular R&R is given. Staff live in a shared guesthouse -modern apartment type (2 or 3 peoples sharing) with shared bathrooms and kitchen,
