The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

Australia’s Support to Schools Recovery program (SRP) works in close partnership with the Ministry of Education, Heritage and Arts (MEHA) and Ministry of Economy to rebuild schools in Vanua Levu damaged by cyclones.

The Program contributes to the strategic priorities of MEHA to promote equal access to quality education for all children by constructing safe and accessible schools. The program ensures the promotion and integration of GEDSI in design, construction processes and the built environment. The project promotes women’s participation and decision making, empowerment of women-led business and engagement with local communities through the individual School Boards.

The Position

The Gender and Inclusion Specialist (the Specialist) will support the Schools Recovery Program team to identify GEDSI entry points and provide technical assistance to ensure GEDSI is fully integrated throughout the project design and construction cycles. The Specialist will assist with the development of a GEDSI Action plan in consultation with the program and design teams. The Specialist will lead community engagement and feedback on the project designs including workshops and focus groups with women’s organizations, organizations of persons with disabilities and groups representing marginalized communities.

The Specialist will engage actively in research, monitoring, evaluation and learning (MEL) and proactively address the lessons emerging. This could include training, field visits, GEDSI assessments, baselines, surveys and provision of ad hoc practical support and advice.

The Specialist will ensure tailored advice based on international best practice is provided to the technical team and also to the Program teams to effectively engage with Ministry counterparts to influence policy and practice.

The Person

We are seeking candidates with significant demonstrated experience in mainstreaming Gender Equality, Disability and Social Inclusion (GEDSI) into donor-funded programs and/or government and sector programs.

To be successful in this position, you will hold degree qualifications in a relevant field such as gender equality, disability inclusion, social policy, infrastructure development or international development. You will also have specialised skills in building GEDSI in design and construction processes and to the built environment.

The ideal candidate will have experience in designing and implementing practical and impactful GEDSI approaches including technical assistance, policy influence and advocacy in infrastructure projects and the ability to develop interventions and strategies to promote women’s participation and decision making in the construction process.
