NORCAP believes in the importance of mitigating the risk of GBV by proactively addressing this negative circle that perpetuates women and girls in a cycle of violence, discrimination, and poverty for generations. Through our longstanding partnership with the Global Education Cluster, we are committed to explore and expand opportunities for supporting in integrating gender equality and GBV in our partners’ work.

Mission

Therefore, we are in search of a Gender and GBV Risk Mitigation Expert who will strengthen gender equality, empowerment of women girls, and GBV risk mitigation in coordinated education in emergencies responses. The successful candidate will advance these priorities by providing technical inputs to develop, update and strengthen the GEC’s global guidance, tools and capacity strengthening initiatives on gender mainstreaming and GBV risk mitigation. In addition, they will also undertake in-person and virtual deployments (depending on the COVID-19 context) to support education clusters and working groups strengthen gender and GBV risk mitigation across their work. This position is funded by Education Cannot Wait (ECW), which joined the global Call to Action on GBViE and made commitments to strengthen gender analysis, GBV risk mitigation, and meaningful engagement of local women organisations. Based in Geneva, where the UNICEF Office of Emergency Programmes is located, the role of Gender and GBV Risk Mitigation Expert is 12 months in duration.

Who are you

The successful candidate, as a Gender and GBV Risk Mitigation Expert, will be embedded in the GEC to strengthen the following three areas:

Technical Support to Country Clusters and Working Groups

  • Provide dedicated technical support (remote and/or in-country support via deployment) to country clusters and working groups for the inclusion of gender and GBV risk mitigation considerations in coordination work (e.g. within or annexed to cluster strategies, workplans, ToRs). This includes support to country-level education clusters/working groups teams to apply the new HPC toolkit with a focus on gender/GBV aspects. This also includes proactively working with country-level education clusters to ensure implementation of ECW, as well as UNICEF’s and NORCAP’s commitment to the Call to Action

  • Support country clusters in their facilitation capacity for Multiyear Resilience Programmes and First Emergency Responses development by providing technical inputs to the design phase of ECW investments in priority countries, including connecting Education Cluster/Working Group teams with the Gender in Humanitarian Action Working Group and GBV Sub Cluster as well as local women and girls’ organisations as relevant.

  • Update GEC Standard Operating Procedure on Cluster Role in MYRP/FER processes to include a gender and GBV risk mitigation considerations.

  • Tailor the GBV “Availability, Accessibility, Acceptability and Quality” (AAAQ) to the specific needs of the EiE sector and pilot in 3 contexts where FERs/MYRPs are/will be implemented • Update GEC needs assessment and strategy development tools and guidance to strengthen gender and GBV risk mitigation considerations for EiE data collection, analysis, and response planning (i.e., disaggregation of data).

  • Develop module on gender/GBV risk mitigation to coach and strengthen capacity of country clusters/working groups on responsive EiE using tools and resources tailored for the EiE sector.

  • In consultation with education cluster/education in emergencies working group teams in key pilot countries with ECW-supported investments, develop a framework for collaboration with GBV AoR and Gender in Humanitarian WG in-country to strengthen inter-sector collaboration.

Capacity Development

  • Support the revision and facilitation of the GEC Core Coordination Training package (and/or any relevant key GEC resource) by developing a module on coordinating gender aware education responses that also address GBV risk mitigation

  • Provide capacity building through regular coaching for selected cluster countries on gender responsive EiE/GBV risk mitigation using tools and resources tailored for the EiE sector

  • Organize 2 regional workshops on lessons learnt/good practices and way forward to take the framework developed on collaboration with GBV Area of Responsibility and Gender in Humanitarian Working Group to scale to support its institutionalization.

Guidance and Knowledge Management

  • Strengthen knowledge management via support to the GEC Helpdesk by updating online repository of guidance, tools, and practices on gender and GBV risk mitigation and ensure all global public goods and related documentation is shared with ECW.

  • Undertake an analysis of good practices related to gender responsive education in emergencies coordination, including a sample of ECW funded FERs/MYRPs.

  • Together with ECW and other key actors as relevant, undertake joint global and country level knowledge sharing and communication initiatives to advocate for gender integration and GBV risk mitigation in EiEPC (dissemination of global public goods & lessons learnt/good practices).

Qualifications

  • Advanced degree in social sciences, (e.g. in education, humanitarian affairs, gender studies, development studies, social sciences, or a related field) or the equivalent combination of education and experience in a related area.

  • A minimum of 7 years of relevant international humanitarian experience.

  • Proven experience designing and leading strategies and programmes on gender equality in humanitarian action and/or Gender Based Violence Risk Mitigation, and Education in Emergencies.

  • Demonstrated experience with and knowledge of the Cluster approach, and strong interest and motivation for inter-agency coordination.

  • Excellent communication skills in English. Knowledge of French an asset.

  • Flexibility, diplomacy, leadership, cultural sensitivity, and team-spirit are important personal skills for this position.
