Position Description

EnCompass LLC is seeking a Gender and Diversity, Equity, Inclusion and Accessibility (DEIA) Integration Specialist II to serve as the technical and management focal point for the Training, Outreach and FSN Empowerment (TOF-EMP) Project. The Gender and DEIA Integration Specialist II leads and implements TOF-EMP Training design and delivery workstreams, supports events and convenings workstreams and provides day to day client, sub-contract, and consultants management. The Gender and DEIA Integration Specialist II ensures the application of high-quality standards and processes for training design and delivery for both in person and virtual sessions.

The Gender and DEIA Integration Specialist II works with staff from the USAID’s Office of the Chief Diversity, Equity Inclusion, and Accessibility Officer to develop RISE (Respectful, Inclusive and Safe Training) materials, ensures delivery of RISE 101, 201, and Leadership Forums cohorts, supports delivery of diversity and inclusion Inter-Agency training, supports training outreach and communication events with USAID staff and Minority Serving Institutions.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.

Must be legally authorized to work in the US for any employer without sponsorship for a work visa or permit.

Position Duties and Responsibilities

Essential functions:

  • Serves as Technical Lead for designated activities/tasks and is responsible for program quality and on-time deliverables??
  • Coordinates all aspects of designing RISE 201 training and re-design of the RISE Leadership Forum.
  • Manages the processes of assigning producers and facilitators to training, manages designers and evaluation specialists and ensures both trainers and producers adhere to EnCompass quality standards.
  • Contributes to development of dynamic, experiential learning and participant engagement session designs including macro and micro designs based on client content.
  • Manages project staff and consultants, including delegating tasks and ensuring timely and quality deliverables.
  • Provides technical guidance, oversight, and quality control to gender, DEIA, and FSN Empowerment projects, capacity strengthening, or research efforts related to advancing gender, FSN Empowerment and DEIA integration into development programs, with focus on standardization, timeliness, technical rigor, effective communication of technical work, and use.
  • Ensures integration of collaborating, learning, and adapting (CLA) principles across all aspects of technical work.?
  • Provides technical oversight to increase FSN Empowerment and USAID’s outreach to Minority Serving Institutions.
  • Supports outreach and communications virtual and in-person events such as conferences, contests, webinars, and forums to enhance USAID’s reach to Minority Serving Institutions and advance Gender, FSN Empowerment and DEIA Agency objectives.
  • Prepares reports, summary briefs and other material to support programming.
  • Develops and maintains positive and productive relationships with all project stakeholders
  • Works effectively with TOF-EMP team members, embraces participatory approaches and builds team capacity.
  • Serves as a resource to Business Development teams by contributing to proposal development processes to include developing LOE estimates and writing technical approaches
  • Supports communications and logistics for EnCompass clients, as needed.
  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass activities.

Qualifications

Academic Qualifications

  • Minimum of a Bachelor’s degree and 7 years of relevant experience; or Master’s degree and 5 years of relevant experience; High School diploma and 11 years of relevant experience; or Associate’s degree and 9 years of relevant experience. Degree in Gender, Inclusive Development, International Development, Training, Evaluation, Instructional Design, International Communication, International Development, Organizational Development, or a related field.

Experience and Skills

Must have:

  • Experience working with/on USAID projects.
  • Minimum of 5 years of experience providing gender equality or diversity, equity, inclusion and accessibility technical guidance and leadership for medium to large, international development programs.
  • Experience in event management, production, and face-to-face facilitation for U.S government and/or UN agencies.
  • Experience in design, facilitation or delivery of trainings and capacity development activities for internal and external stakeholders.
  • Proven leadership across concurrent activities with competing priorities and deadlines.?
  • Experience directly engaging clients, implementing partners, and other key stakeholders.
  • Professionally proficient in oral and written English language skills.

Preferrable:

  • Understanding of Mission FSN dynamics and FSN Empowerment issues.
  • Professionally proficient in either?Spanish or French language
  • Active engagement with gender equality and diversity, equity, inclusion, and accessibility inclusive development networks.
  • Proven experience forming, managing, and participating in successful teams.
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.
  • Ability to work in a collaborative work environment that utilizes appreciate inquiry, and to model strengths-based approaches for the team.
  • Flexibility and ability to travel internationally or domestically for varying lengths of time.
  • Skilled in word processing, database management, spreadsheets (Excel), and web-based programs.
  • Strong people skills and ability to interact with individuals at all levels.
  • Familiarity with DEI and Empowerment best practices.
  • Proficient in Google Workspace applications like Google Meet; Zoom; Adobe Connect; WebEx; as well as the Microsoft Office suite.
  • Ability secure USAID Facility Access (FAC) in the future

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $82,000 to $98,000.
