POSITION SUMMARY:

HIAS Moldova is seeking to recruit a Gender-Based Violence (GBV) Specialist to support the implementation of GBV programming, to mitigate risk, increase survivors’ access to services, and strengthen multi-sectoral referral pathways, especially for child survivors.

The GBV Specialist will be responsible for creating an inclusive service and supportive environment whereby survivors of gender-based violence and LGBTIQ are welcomed in all HIAS and partners’ services. The GBV Specialist will ensure quality services are delivered that meet both ethical and global GBV standards and that the programs evolve to meet changing needs in the Ukraine Crisis.

Organizationally, HIAS is guided by its’ Refugee Rights Framework. This rights-based approach, based on international human rights, humanitarian and refugee law and practice, provides a programming framework for HIAS’ focus on refugee protection.

The GBV Specialist will report to the Program Manager.

ESSENTIAL FUNCTIONS:

  • Provide support and supervision GBV Program and coordinate with protection and health stakeholders in service delivery and further develop necessary referral pathways to health, protection, and other services for support.
  • Implement risk mitigations strategies to decrease vulnerability to GBV survivors and provide emergency funds for urgent needs of GBV survivors.
  • Lead a multi-sectorial programmatic assessment focusing on refugee women and children in target group areas across Moldova.
  • Work in partnership with VOICE on supporting GBV Program development and liaise with local NGOs and local authorities across Moldova.
  • Together with VOICE and partners develop and support community-based prevention mechanism, risk mitigation strategies and support for refugee women, adolescent girls and boys and LGBTQ+.
  • Contribute to the design of new ways of engaging community in ending violence against refugee women, men, girls and LGBTQ+ persons
  • Support Partners’ implementation of safe spaces for victims to build peer support networks to enhance their economic and social assets
  • Develop GBV components complementing HIAS Moldova’s Economic Inclusion (EI) framework of intervention and mainstream them in HIAS and partners’ EI programming.
  • Strengthen Program staff technical capacity to mainstream gender equality in programs, using common tools, core documents, specialized trainings, and context specific support.
  • Plan trainings and capacity building for non-specialized partners
  • Participate in local GBV and Trafficking in Persons sub-working groups in order to contribute to the development and implementation of the GBV strategy, avoiding duplication and addressing gaps.
  • Ensure inter-agency coordination on GBV issues with Government, UN agencies, NGOs and civil society.
  • Provides accurate, timely and consistent analysis and reporting to HIAS Moldova Program Manager on GBV program activities.
  • Perform other duties as required.

QUALIFICATIONS & REQUIREMENTS:

  • University degree in Public Health, Social Work, Psychology, community development or related field with at least 3 years of experience with direct implementation of GBV programs including some aspect of response services for survivors.
  • Formal training and conceptual management of gender, gender equality, masculinities, reproductive and sexual rights.
  • Working experience preferably in one of the following sectors: social, charity or NGO.
  • Fluency in Romanian and English is required. Knowledge of Ukrainian or Russian is an asset.
  • Familiarity with IASC guidelines on GBV in Emergency Settings.
  • Ability to develop work and training plans, meet deadlines and capture program progress for donor reports.
  • Strong motivation to humanitarian work, service-oriented mindset and sense of accountability to the populations HIAS serves.
  • Extensive knowledge of adult learning concepts to build capacity for GBV prevention and response.
  • Demonstrated ability to think creatively and critically.
  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources.
  • Excellent computer skills; proficiency in Microsoft office suite (Word, PowerPoint, Excel, Outlook, Teams).
  • Excellent organizational and problem-solving skills.
  • Self-starter with an ability to work with minimal supervision
  • Ability to uphold the highest level of integrity and confidentiality.
