General Background of Project or Assignment:

UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. An unprecedented 82.3 million people around the world have been forced from home. Among them are nearly 26.4 million refugees. Responding to the needs of children is a core component of UNHCR’s protection mandate.

Gender-based Violence (GBV) is a human rights abuse and women and girls are disproportionately affected by GBV around the world. In displacement contexts, GBV is often heightened, particularly during emergencies. Individuals who are asylum-seekers, refugees, stateless, internally displaced, and who are returnees (collectively referred to as persons of concern (PoC) to UNHCR) are at-risk of GBV, irrespective of age, gender or other diversity considerations. For UNHCR, preventing, mitigating and responding to GBV is a core part of the mandate to protect.

The Field Protection Service within UNHCR Headquarters’ Division of International Protection helps to strengthen preparedness and response to the most critical protection risks, faced by the persons of concern, through analysis, operational guidance to field operations, emergency deployments, and mobilization of partners and other stakeholders. It also analyses and strengthens protection knowledge and skills within UNHCR and partners to address acute protection concerns arising from conflict, disasters and the adverse effects of climate change.

For GBV programmes to be effective, they must be supported by and integrated with UNHCR’s broader protection strategies and programmes, and they must be adapted to a displacement context. Therefore, this work requires specific expertise in GBV that allows data collection and analysis to be designed and implemented in a way that supports and informs quality GBV programmes.

UNHCR has substantive qualitative and quantitative data from different sources on all aspects of our GBV work and programmes. The analysis of trends on implementation, quality, resourcing, and impact of our GBV work globally is crucial to inform global advocacy, programming and planning, both within UNHCR and with partners.

Overall Purpose and Scope of Assignment:

Under the direct supervision of the GBV officer, the incumbent will be responsible for undertaking M&E activities for the following workstreams:

  1. Policy Monitoring Framework

· Develop guidance and provide support on the implementation of the Policy Monitoring Framework.

· Collect, Clean and compile data collected by operations in 2022 to generate baseline data for PMF and develop associate data visualization product.

· Develop a dashboard for on-going operation reporting on the PMF

· Create a dashboard “user guide” mapping out source of data, and any data processing

· required.

  1. Safe from the Start

· Mapping current indicators and data collection across the Safe from the Start project including identification of tools, gaps and data sources.

· Develop a plan of M&E for the SftS at operational, regional and global levels

· Develop a SftS M&E toolkit that compiles existing data collection tools, including the Roving Emergency Deployment Scheme M&E, as well as development of tools gaps identified in mapping and guidance on using tools.

  1. GBV M&E tools for field colleagues

· Development of simple data collection tools and short guidance to address tool gaps identified during data mapping.

· Develop simple data collection tools for partner monitoring, WLO engagement monitoring and coordination M&E.

  1. Thematic GBV Monitoring and Evaluation Analysis

· Mapping current indicators and data collection across GBV priority areas, including identification of tools, gaps and data sources

· Conceptualize a dashboard to visualize key data for priority areas and map of data sources for relevant data.

· Generate data visualization and analysis and source mapping on data collected for reports on the following thematic topics such as GBV staffing, budget, RBM and RRP analysis.

Required level, qualifications and work experience:

Local Professional Level

Education

Advanced degree in a relevant field such as statistics, economics, data science, public health Psychology, Human Rights, International Development, Political or Social Science

Work Experience

· In addition to advanced degree, at least 6 years of professional experience in a relevant field.

· Skills in using key data analysis and visualisation software, such as Excel, PowerBI

· Good verbal and excellent written communication skills.

· Experience in producing global data analysis reports for internal and external audiences

· Experience in and knowledge of forced displacement settings

· Experience in producing good practices documentation is an advantage

· Knowledge of UNHCR GBV data sets

· Understanding of and experience in humanitarian datasets, including limitations, is an advantage.

· Experience in data analysis related to GBV is an advantage.

· Experience in GBV and GE programming is an advantage

· Fluency in English; language skills in Spanish and French are desirable.

Key Competencies

· Strong time management skills, including the ability to work quickly and to meet deadlines

· Ability to work as a team, including remotely.

· Strong interpersonal skills, including across cultural contexts.

· Excellent skills in Microsoft Word, Excel and PowerPoint are required.

Monitoring and Progress Controls

Week 1-8

· Mapping of existing indicators and data collection practices for all global GBV thematic areas.

Weeks 9-11

· Outline the content, in cooperation with thematic leads, to be included in the GBV dashboards for the Policy Monitoring

Framework, Safe from the Start as well as resource analysis.

Weeks 12-14

· Develop list of tools necessary to capture systematically the M&E information to feed the planned GBV Dashboards

· Work with the Dashboard Consultant to develop the Beta Dashboards

Week 15-26

· Development of missing tools and standard meta data for all tools for GBV M&E Toolkit

· Work with the Dashboard Consultant to develop the Beta Dashboards

· Create dissemination plan for tools

Week 27-30

· Revision of Tools and Metadata and compilation of comments

· Work with the Dashboard Consultant to develop the Beta Dashboards

· Create 2022 specific dashboards for Policy Monitoring Framework and Staffing and Budget Analysis

· Initiate planning for dissemination of tools

Week 31-35

· Revision of the Tools and Metadata

· Finalize the Dashboards in collaboration with Dashboard Consultant

· Finalize 2022 specific dashboards for Policy Monitoring Framework and Staffing and Budget Analysis

· Dissemination of the Toolkit and metadata

Week 36-39

· Dissemination of the Toolkit and metadata

· Webinars and Training on the new tools for Regions and Operations.
