Background

The Full Stack Developer Technical Adviser will join a full remote team that will work on the State of the environment reporting (SOER), that represents an instrumental way of developing and communicating environmental information to decision makers for the United Nations Environment Program (UNEP) mission in Kuwait. SOER can also provide an early warning of emerging environmental problems (Emerging Issues); and identify knowledge and information deficiencies impeding the understanding and interpretation of environmental conditions and trends. In this context, the Kuwait Environment Public Authority (KEPA) recognized the importance of developing a state of environment report which will be an important pillar for setting a baseline for all future environmental policies and strategies in Kuwait, by using the methodology adopted by UNEP known as the Integrated Environmental Assessment and the Drivers-Pressure-State-Impact-Response (DPSIR) framework.

Description of Duties

· Create development workplans together with the senior IMO and monitor progress to ensure achievement of deliverables according to the workplan.

· Provide technical support and troubleshooting in the case of any development issues encountered by the senior IMO.

· Liaise with the client to provide technical support, as required and/or requested.

· Provide technical advice to the team on the most appropriate and adapted technical solutions to support project development and implementation.

· Oversee the testing of all IM tools throughout the development process and conduct thorough quality control to ensure effective functioning and performance of all end products.

· Ensure that data security and protection regulations are applied to all IM tools developed and deployed.

· Responsible for oversight, management and technical support to ensure development and archiving of the software technical documentation across the software development lifecycle including;

· Workflow mapping

· Wireframe

· Software Specification Requirements

· Software Development Workplan (iterations)

· Test documentation

· System documentation

· End-user guides (including system installation and maintenance)

· Perform any additional task assigned by Country Representative

CAPACITY BUILDING

· Support the senior IMO in developing the trainings material, according to the development training plan.

Requirements

· In-depth knowledge of database, system and web development, Computer networks, related hardware and peripheral equipment.

· In-depth knowledge and skills for designing online database.

· Advanced knowledge of programming theory and relational database principles.

· Excellent analytical skills with ability to solve problems using the web application programming suite.

· University degree in the field information Technology, Information management or computer science.

· At least 3 years’ experience of information management in humanitarian mine action programs.

· At least 5 years of working experience in programming GIS in field operational level within a multi-cultural environment.

· At least 5 years working experience in software development.

· Ability to prepare and draft technical documentation.

· Excellent planning and organizational skills.

· Language skills: English and Arabic are required.
