ROLE PURPOSE:
The Food Security & Livelihoods (FSL) Specialist provides strategic direction and technical oversight to the country office (CO) programs in areas of food security and livelihoods as well as social protection. Under the general direction and guidance of the PDQ Director, the FSL Specialist provides technical leadership to all our work in the sectors of Child Sensitive Social Protection, Food Security and Livelihoods with responsibility for developing clear strategic and operational plans, identifying fundraising needs and leading the development of technical proposals, forging strong partnerships with Government, UN, NGO and local civil society counterparts, as well as providing technical support to our implementing teams across five field locations in Iraq. S/he undertakes regular assessment to understand capacity gaps and initiates capacity strengthening efforts. Iraq is a transition context and the focus of the role will be leading the SCI programs with a nexus focus.

The post-holder represents SC in Emergency Livelihoods Cluster (ELC), Food Secuirty and Livelihoods Cluster (FSC) and Cash Working Group (CWG) at national level. Internally, the FSL Specialist will be leading a food security and livelihoods forum.

Dimensions: The Iraq Country Office (CO) has a growing portfolio of FSL sector and FSL is working in close coordination and integration with other thematic areas including Child Protection, WASH and Education and presence in 5 governorates.

KEY AREAS OF ACCOUNTABILITY :

* Lead on developing high quality FSL and social cohesion proposals in coordination with the NBD team and other technical speicalists
* Build on technical knowledge, latest research in the sector and current/previous programming to develop proposals for new programming in close coordination with the business development team. Ensure all new programming supports the achievement of Save the Children Country and Thematic/strategic objectives, specifically the reduction of child poverty.
* Lead on designing FSL or multi-sectoral technical assessments (including cash feasibility and market assessment) in coordination with other SC thematic areas and other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
* Provide technical support to FSL teams and conduct regular monitoring visits to ensure quality programming is being implemented (for example, monitoring against logframes, individual performance management and work plans).
* To be fully aware of and actively participate in the development and review of any Country Strategic and Thematic Plans. Specifically lead in the preparation of situational analyses, background information, policy formulations, establishing indicators etc in the area of Food Security and Livelihoods.
* Provide support in the development of tools and guidline documents (SOPs) for project staff and partners to improve the quality of food security and livelihoods work. Where necessary provide technical training for project staff and partners as required (HEA, Life Skills for Success, monitoring and evaluation, market assessment, social protection mechanisms, cash and voucher distributions).
* Review relevant monitoring reports to ensure that technical debates are well articulated and reports are of acceptable quality before submission. Provide support where necessary to improve report writing skills. Lead in the evaluation and review process for all Food Security and Livelihood Projects including the development of Terms of Reference, selection and management of consultants. Where external consultants (local or international) are required to technically support or monitor and evaluate projects, lead the recruitment and subsequent management of contracted consultants as per the recruitment guidelines and Terms of Reference.
* Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
* As needed, lead in technical inputs to procurement of program goods or services involving multiple locations, large-scale use of resources, and/or a high level of risk to the agency to ensure program relevance, quality, adherence to technical guidelines, and efficient use of resources.
* Ensure timely support to Partnerships Specialist on technical identification, selection, and adequate assessment of FSL strategic & implementing partners; maintain strong coordinated working relationships with partners, including relevant government stakeholders.
* Actively participate in key relevant internal meetings such as Extended Senior Management Team or Area-based meetings as required. Participate in any Donor visit to project(s) within your portfolio as required. Lead FSL internal forum meetings.
* Represent and advocate for Save the Children with UN agencies, Donors, Government, NGOs and others at the highest levels in both verbal and written communications to ensure Save the Children is seen as the lead international agency in terms of innovation and quality of implementation that focus on child survival. Ensure active dissemination of programmes findings and lessons learned through the production of high technical quality lessons learned documents and their effective dissemination to key stakeholders.
* Donor reporting in close coordination with Awards team.
* Demonstrate leadership in relation to Save the Children policies and practice with respect to child safe guarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS
Required

* Development sector professional with a relevant Masters’ Degree or equivalent professional experience.
* Minimum of 5 years’ experience in Livelihoods (or related Child Poverty programming), with experience in humanitarian and developmental contexts in an NGO, UN, etc

EXPERIENCE AND SKILLS
Required

* Previous work experience in Iraq or other areas in the Middle East
* Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative management approach.
* Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. Tact and diplomacy are essential
* Experience of working in insecure/conflict situations and security management.
* Willingness to travel regularly and in difficult circumstances
* Fluent in spoken and written English
Desirable
* Knowledge and understanding of SPHERE Standard and other principles of humanitarian work.
* Experience in promoting children’s participation in programme design, implementation and evaluation.
* Good understanding of poverty reduction strategy framework and related processes.
* Working experience in planning and response to large-scale food insecurity situations.
* Language skills in Arabic
