Background

Save the Children International is one of the leading development organizations working in around 120 countries for children on a global scale. Save the Children started working in Pakistan in 1979 after the influx of Afghan refugees and has maintained ambitious programming in the country. We have reached 14 million children and adults in Pakistan through health & nutrition, education, climate action, child protection, livelihoods and humanitarian response programs. At present, Save the Children is also working together with the Government of Pakistan in ICT, Punjab and Sindh in COVID 19 Emergency Response.

Objective

The consultant will be providing high quality technical guidance and support to innovate, strategically design, manage and carry on the Food Security and Livelihoods responses themed/integrated programs for the Pakistan country office, strengthen strategic engagement and collaboration with a wide range of internal and external stakeholders. The consultant would be expected to focus on external representation on priority issues including nutrition-sensitive programming, financial inclusion, market-based programming, youth and women economic empowerment, cash programming, Household Economy Approach (HEA) and livelihoods resilience building. The consultant will take lead for new business development under FSL response including programme/project identification and proposal management.

Deliverables:

  • Developing and overseeing a strategy for the continued growth of Food Security and Livelihoods programming in Pakistan, focused on developing and acquiring potential Food Security and Livelihoods projects and funds.**
  • Leading and providing technical oversight for the development of Food Security and Livelihoods project concept notes and funding proposals in Pakistan.
  • Promote a Systems Strengthening approach as the overarching framework, that supports working in collaboration and partnership with governments and national bodies, local partners and working towards impact, scale and sustainability.**
  • Developing a fund raising strategy, and liaising with national and international donors for support of various programmes/activities/new business development.
  • Strengthen civil society engagement in national dialogues and policy processes as well as private sector engagement for inclusive growth and innovations through working closely with advocacy and child rights governance colleagues.
  • Strengthen strategic stakeholders’ engagement to support FSL and implementation. Provide technical input and support to interim and final donor reports where appropriate.
  • Identification of areas for further support and interventions within the area of FSL mitigation & adaptation action.
  • Work with other thematic areas, including Research & Evidence teams to develop tools and ideas to improve on FSL future programming.

Qualifications and Experience:

The selected Consultant will have:

  • Masters degree in agricultural economics, economics, development studies or equivalent experience.

  • At least 5 years’ experience of leading the design and implementation of humanitarian and development programmes in the field of food security and livelihoods.

  • Experience to write Quality proposals and concise reports as per donor specific criteria.

  • Track record in successful business development/fundraising USAID, DfiD, European Commission, Private Sector Foundations (e.g. Mastercard or Ford Foundation)

  • Understanding of the food security and livelihoods sector in Pakistan and familiar with nutrition-sensitive approaches, financial inclusion, market-based programming, youth and women economic empowerment, cash programming, Household Economy Approach (HEA) and graduation and livelihoods resilience building approaches.

  • Ability to establish partnerships, networks & Consortiums.

  • Experience of supporting humanitarian preparedness, response and recovery.

  • Fluent in English and high level of English writing skills.
