Background

Save the Children International is one of the leading development organizations working in around 120 countries for children on a global scale. Save the Children started working in Pakistan in 1979 after the influx of Afghan refugees and has maintained ambitious programming in the country. We have reached 14 million children and adults in Pakistan through health & nutrition, education, climate action, child protection, livelihoods and humanitarian response programs. At present, Save the Children is also working together with the Government of Pakistan in ICT, Punjab and Sindh in COVID 19 Emergency Response.

Objective

The consultant will be providing high quality technical guidance and support to innovate, strategically design, manage and carry on the Cash & Market-based Programming for the Pakistan country office, strengthen strategic engagement and collaboration with a wide range of internal and external stakeholders. The consultant would be expected to focus on external representation on priority issues including market-based assistance, as well as shock-responsive social protection to ensure linkages between SCI humanitarian cash & voucher assistance and government-led social protection systems. The consultant will take lead for new business development under Cash & Market Based programs including identification and proposal management.

Deliverables

  • Developing and overseeing a strategy for the continued growth of Cash & Market-based programming in Pakistan, focused on developing and acquiring potential Cash & Market-based projects and funds.**
  • Leading and providing technical oversight for the development of Cash & Market-based programmes concept notes and funding proposals in Pakistan.
  • Promote a Systems Strengthening approach as the overarching framework, that supports working in collaboration and partnership with governments and national bodies, local partners and working towards impact, scale and sustainability.**
  • Developing a fund raising strategy, and liaising with national and international donors for support of various programmes/activities/new business development.
  • Strengthen civil society engagement in national dialogues and policy processes.
  • Strengthen strategic stakeholders’ engagement to support Cash & Market based programmes and implementation. Provide technical input and support to interim and final donor reports where appropriate.
  • Identification of areas for further support and interventions within the area of Cash & Market based programme mitigation & adaptation action.
  • Work with other thematic areas, including Research & Evidence teams to develop tools and ideas to improve on Cash & Market based future programming.

Qualifications and Experience

The selected Consultant will have:

  • Master’s degree in economics international development, public administration, agriculture and food security, or equivalent experience.
  • Certified CaLP trainer (preferable) & familiar with Sphere Standards
  • At least 5 years’ experience of working internationally in Cash & Voucher Assistance in emergency and development settings, for a broad range of institutional donors and sectors (beyond Food Security & Livelihoods)
  • Track record in successful business development/fundraising, especially with ECHO, DfID, and USAID
  • Experience to write Quality proposals and concise reports as per donor specific criteria.
  • Understanding of Cash & Voucher Assistance in Pakistan, experience with various cash and voucher modalities, operational aspects of cash and voucher interventions, internal controls systems and application of methodologies to calculate cash/voucher amounts for sectoral outcomes.
  • Experience of strategy development and planning.
  • Ability to establish partnerships, networks & Consortiums.
  • Fluent in English and high level of English writing skills.
