Do you have sound knowledge of the humanitarian sector (including current policy and institutional thinking around emergency food security, cash and voucher assistance, livelihoods and/or social protection) with solid professional networks?

Do you have proven substantial experience designing, setting up and carrying out emergency food security, cash and voucher assistance, livelihoods and/or social protection programmes in humanitarian contexts?

Do you have significant experience of managing humanitarian or development programmes including budgeting, procurement, recruitment, activity planning?

The Role

The Food & Economic Security (FES) Unit Lead will manage a team of experts in the confederation around 3 pillars of Food & Economic Security, CVA, vulnerable livelihood and social protection and develop a network of practitioners across the confederation and among Oxfam partners. Additionally, the FES Unit lead will manage an adviser and facilitate an agenda on anticipatory action. The Advisors are experts in the application of these approaches and related functions in the humanitarian responses therefore will steer Oxfam work in this area and ensure internal changes, and adaptations are suggested on the bases of the evidence collected.

The Food & Economic Security Unit Lead, will strategically lead on the development of Oxfam positioning in CVA, vulnerable livelihood and social protection ensuring influence in international standards, knowledge management, learning and innovation. Support other teams (PHE; PHP; PROTECTION) in increasing and improving Oxfam CVA work and integration of social protection approach. Collaborate with other cross-cutting teams (LHL, MEAL and Gender) on the appropriate and innovative use of those approaches. Support and guide business support teams (Logs, Finance, HR, Admin) in the development of procedures and policies to ensure safe and accountable CVA.

To drive high quality responses in Food & Economic Security by steering on new developments adapted to the evolution of the sector based on Oxfam added value and potential contributions.

To lead on Food & Economic Security working alongside and jointly with the other GHT Leads to strengthen the work around vulnerable livelihood in connection and coordination with gender and resilience colleagues with a focus to achieve high quality and effective emergency responses as part of the GHT mandate.

To, along with other leads, advisors and managers, promote safe-programming in all humanitarian responses. To be accountable for ensuring community participation shapes programme decisions, actively seek a partnership approach and worked following feminist principles including strong awareness of power dynamics.

Location

This role can be located in a country where Oxfam has a presence, subject to Oxfam’s ability to employ in that location, the affordability of doing so and right to work requirements being met. Due to legislation constraints it is not currently possible for this role to be based in some locations. These include Italy, France and India.
