Summary of the project

The Middle East Field Support Services Project (ME-FSSP) is a five-year project (December 2021 – December 2026), which provides administrative, financial, procurement, and logistical services as well as support to the in-country development programming for the Government of Canada in Jordan, Iraq and Lebanon. The FSSP will provide support through the provision of technical specialists in gender, health and nutrition, inclusive governance, environment and climate action, and human rights/peace and security, and conflict sensitivity, and assisting Global Affairs Canada (GAC) in procuring and managing local development initiatives (LDIs).

ME-FSSP is currently looking for a Financial Officer to support the delivery of financial services provided by the ME-FSSP. The position will report to the ME-FSS Project Manager in Amman, Jordan.

Summary of the Position

Working from our office in Amman and under the direct supervision of the ME-FSS Project Manager, the Financial Officer is responsible for the support and delivery of procurement and financial services provided by the ME-FSSP and providing specific support to the ME-FSSP team

The specific duties and responsibilities of the Financial Officer include:

  1. Administering and monitoring the financial system in order to ensure that the project finances are maintained in an accurate and timely manner;
  2. Maintaining the accounts payable and accounts receivable systems in order to ensure complete and accurate records of project funds;
  3. Administering timely payments to suppliers, contractors and Technical Specialists;
  4. Managing all financial aspects of LDIs Mechanism, including processing disbursement, maintaining an accounting system to track and report financial transactions and provide needed financial support and capacity building to fund recipients;
  5. Tracking and monitoring project expenses in accordance with the approved project budget;
  6. Preparing Financial and Procurement Reports;
  7. Preparing budgets and reviewing partners’ Financial Reports;
  8. Accounting and financial reconciliation services;
  9. Developing and managing the reporting and invoicing for services rendered;
  10. Developing and maintaining knowledge of GAC’s financial policies and regulations;
  11. Providing financial advice related to local laws and regulations, banking institutions, the reasonableness of estimated expenses for products or services in the Recipient Country to support compliance with GAC’s financial policies and regulations;
  12. If required, conduct the cash-counts to ensure that cash balance and cash book balance agreed;
  13. Coordinating audits of LDIs, if required; and
  14. Providing any other finance-related services, as required.

Qualifications and Skills:

  1. Bachelor’s degree in a relevant discipline (ie. business, administration, finance, accounting, management, or its equivalent);
  2. Professional certification, accreditation or designation in accounting or finance issued by a professional body would be considered an asset;
  3. At least seven (7) years of relevant financial management experience, including but not limited to budgeting, processing data for decision-making, budget allocations, use of accounting software, procurement services, monitoring and internal controls, and reporting;
  4. General knowledge of the MS Office suite, QuickBooks, and in-depth knowledge of Excel;
  5. Good time management, ability to work under pressure and with tight deadlines;
  6. Diplomacy and professionalism in all communication with clients;
  7. Organization and attention to detail;
  8. Autonomy and ability to work in a team;
  9. Adherence to the principles of equality between women and men is essential;
  10. Experience with NGOs and/or INGO’s is preferred, and an up-to-date understanding and knowledge of political and social conditions;
  11. Possess creativity and analytical capacity to manage compliance issues and assist other staff in ensuring the implementation of activities; and
  12. Full working proficiency in English and Arabic (written and spoken).
