With support from the Global Fund, USAID, DFID, the Bill and Melinda Gates Foundation, and other donors, PSI has worked in Liberia since 2008. PSI/Liberia has implemented social marketing and evidence-based behavior change communications to deliver prevention and treatment products and services across a range of health areas including sexual and reproductive health, HIV/AIDS, child survival, WASH, and the Ebola Virus Disease. PSI/Liberia’s historic partnerships with Ministry of Health and with many non-governmental organizations and community-based organizations in Liberia help to expand the reach of health and communication campaigns in alignment with national policy to reach the most vulnerable.

We are looking for an Enterprise & Consumer Finance Lead to provide technical expertise on Sanitation finance development for a $30 million USAID-funded Countywide Sanitation Activity project in Liberia. The project will implement a comprehensive county-wide approach for sustainably ending open defecation and increasing access to basic sanitation through 1) Improving sanitation governance, 2) Promoting adoption of safe sanitation behaviors, 3) Strengthening sanitation markets and 4) Increasing access to financing for sanitation.

The Enterprise & Consumer Finance Lead is responsible for the implementation of tasks related to the mobilization of microfinance institutions, banks and savings groups (VSLA, Credit Union) for the financing of the demand side (households in need of financing for latrine construction) and the supply side (organized community sanitation groups, SMEs, CBEs, artisans) in need of working capital for latrine construction.

Your contribution

  • Responsible for leading tasks related to the mobilization of microfinance institutions, banks and savings groups (VSLA, Credit Union) for the financing of sanitation supply and demand
  • Under the direction of the Senior Advisor, Sanitation Markets, serve as the point of contact between CWSA and financial institutions.
  • Implement tasks related to increasing the number of sanitation facilities (specifically latrines) built under sanitation credit
  • Provide expertise in the development of business models for sustainable sanitation financing including selection of partner financial service provider(s), facilitation for loan product development process roll out
  • Negotiate business relationships between financial institutions and the private sector entities for the development of sanitation financing solution for businesses and households.
  • Identify capacity building needs of households and businesses in financial negotiation
  • Identify needs, opportunities, gaps, and constraints in the provision of financing for households and businesses
  • Working with various sanitation actors within the distribution channel to formulate alternative payment plans and solutions for households that are hesitant to access loans.
  • Support financial service providers in recovery of default loans
  • Explore alternative financial mechanisms and products for financing household and business sanitation needs
  • Develop financing opportunities for consumers and the sanitation supply chain
  • Facilitate the market for sanitation products and services
  • Working with local government authorities to support financial service providers such as MFIs, credit unions, and VSLAs in the recovery of sanitation loans
  • Perform other duties as assigned by the Senior Advisor, Sanitation Markets from time to time.

What are we looking for?

  • BA or BSC degree in engineering, economics, finance, business, or related field or equivalent
  • Previous experience working with Banks or MFIs in Liberia, with a minimum of 8 years of relevant work experience.
  • Have excellent networking skills
  • Excellent written and oral communication skills
  • Fluency in written and spoken English is required and fluency in the local languages in Liberia will be an asset;
  • Team player
  • Ability to plan and work independently with limited or no supervision
  • Experience working on USAID projects is an added advantage
  • Basic experience on market systems development will be a plus
