NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread. The purpose of the Finance Technical Assistant position is to provide administrative and technical support in the payment process of the Area Office. This includes the initiation of payment for transactions received by Finance to filing the supporting documentation in accordance with NRC procedures and policies.

Generic Responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist a range of support with the implementation of the CC portfolio according to plan of action.
  • Implements independently procedures and activities within own function or core competency as delegated.
  • Responsible for organizing and delivery of tasks in line with priorities and standards.
  • Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team.
  • Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for improvement in your area of expertise.

Specific Responsibilities:

  • Prepare finance payment vouchers for Amman and Field Office payments.
  • Initiate the approval process for payments from the payment requester, Finance verification and budget holders.
  • Close and book the payments on Accounting system by closing the pending invoices.
  • Prepare booking post-backs for the payments and cashbox using NRC tools.
  • Manage and follow up the pending PO’s with the logistics team to maintain all PRs and POs and make sure all paid invoices are closed.
  • Maintain the payments tracking sheet in coordination with Logistics and field finance staff.
  • File all the Finance payment supporting documents (hard and soft copies), ensuring they are complete, signed and filed in the proper location, in both hard and soft form.
  • Prepare and maintain bank confirmation tracking sheet to make sure that the proof of payment is linked to the right transaction.
  • Prepare Audit sample supporting documents and share them with the finance coordinator.

Generic professional competencies:

  • At least one-year experience of working in Finance department in a humanitarian/recovery context.
  • Knowledge and experience within Finance and ideally a relevant Bachelor’s Degree.
  • Previous experience of working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Fluency in English and Arabic.

Context/ Specific skills, knowledge and experience:

  • Bachelor’s degree in Finance or Accounting.
  • Knowledge in excel and other Microsoft office software.
  • Knowledge in supporting documents needed for different kind of payments
