Finance Officer – Partnerships (National)

Role Purpose:
The Finance Officer will split their time between supporting the SPP Area Office and supporting the ECW&GPE funded program for Education partnerships in North East Syria.
The role will primarily be responsible for supporting the teams with review and approval of partner budgets, review and approval of partner financial reports including review of all supporting documentation and working with partners in SPP and under ECW/GPE to ensure that all relevant Save the Children processes and procedures are followed and that the partners financial systems are either compliant or working with them to strengthen their systems.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Scope of Role:
Reports to: Finance Manager – Planning, Budgeting and Reporting
Staff reporting to this post: N/A

Key responsibilities:
 Initial of review of partner proposal budgets
 Review of Partner Financial reports
 Posting on partner financial reports into SCI financial system (Agresso)
 Managing the transfer of funds from SCI to the selected partners, including reviewing fund transfer requests and submitting FD for final approval
 Ensuring that all selected partners have adequate policies, procedures and controls to mitigate financial risks.
 Ensure appropriate levels of supporting documentation for all partner financial expenditure and retained it in proper way.
 Conducting spot checks and reviews of the controls and the supporting documentation.
 Supporting SPP Head of Office and ECW/GPE Snr PM with BvA review, re-forecasting and budget re-alignments.
 Complete the finance section of the Partnership Assessment for new partners.
 Provide other ad-hoc financial data or analysis as requested by the Manager, FD, or Field Teams.

Key areas of accountability:

 Financial Management and transfer of funds to partners.
 Adequate documentation according to donor financial requirements.
Managing financial risks and audit requirements
Experience and competencies
* 2-4 years’ experiences in an accounting/finance or grants management role.
* Experience in the NGO sector preferred.
* Experience in the Finance partnership preferred.
* Proven ability to handle a workload and multi-task in order to meet deadlines.
* The highest level of integrity and commitment to preventing corruption.
* Strong interpersonal skills and ability to interact with all departments
* Excellent understanding of financial systems (FMS – Agresso & AMS) and procedures
* Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
* Strong communication and interpersonal skills
* Written and verbal in Arabic & English
