Position Title: Finance Officer-Budgeting

Position Summary

The Finance Officer-Budgeting’s responsibilities include, but are not limited to Budget monitoring contract and agreement compliance, ensuring timely and quality reporting, and facilitating budget management. S/he will support proposal development processes, managing reporting deadlines, and contribute to the Organization annual Budget and Reporting. He/she will also help support monthly, quarterly & annual budget in close collaboration with the Budget Specialist, Controller and Other Senior Management. Additionally, the Finance Officer will work various tasks in the department to help facilitate the smooth running of the department in the areas of payroll, accounts payable, withholding taxes, and any other task assigned by the supervisor.

Key outcomes include:

  • Manage routine tasks as directed by finance policies and the line manager.
  • Fulfil the designated goal set by the finance office.

Responsibilities:

  • Support the facilitation of payments and contract/agreement opening / closeout meetings, monthly, quarterly & annual budget review meetings, and Annual Budget meetings in collaboration with the Budget Specialist and Financial Controller
  • Keep track of reporting schedules according to the relevant department framework and its strict follow-up with the focal points.
  • Inform various sub-component and unit heads about pending issues and consolidate them to feed it to the final report.
  • Ensure timely collection of monthly, quarterly & annual draft reports from different units on a timely basis.
  • Act as data focal point on relevant information and dissemination platform with various departments.
  • Edit and review collected reports and refer to relevant reporting focal points for missing information, clarification of inconsistencies, and correction of inaccuracies.
  • Compile and format reports as required.
  • Maintain a backup file of various issues and reports produced and submitted.
  • Attend unit and other meetings as required and take meeting minutes if requested.
  • Work closely with the development and finance teams to develop standard reporting templates and a reporting calendar for all report submissions (establishing clear internal and external deadlines)
  • Share Email reminders each month with reporting templates that will support timely donor submissions of financial reports
  • Lead, follow up, and coordinate the timely close out of grant contracts
  • Extract financial reports from Power Campus and properly maintain accounting entries in Dynamics 365
  • Review and auditing of payment files
  • Making appropriate budget templates and tracking sheets
  • Assisting in providing answers to questions raised by different budget centers
  • Communicating with different budget centers (During Budgeting) to help them with filling budget templates and allocating departmental budget
  • Assisting in filling PRFs, TAFs and other forms with budget related information
  • Assisting with tracking budgets and budget revision
  • Assisting in answering querries related to budget by departments
  • Assisting in filling budget formats and uploading it in to D365
  • Any other tasks assigned by the supervisor

Required Qualification, Experience and Skills

  • The position requires the incumbent to reside in Afghanistan
  • Bachelor of Business Administration, or Finance or any related field with four years of experience in the related field is required.
  • Strong excel and financial modeling skills
  • Prior experience in Dynamics 365 and MSGP is an advantage
  • Customer orientated attitude and must have a great knowledge of dealing with students
  • High level of consistency and a great team player
  • Proficiency in Dari, Pashto, and English
