BACKGROUND

PROGRAM DESCRIPTION

In close coordination with USAID, the program will contribute to the US government efforts to address the root causes of irregular migration from Guatemala, Honduras and El Salvador, including increasing community and institutional resilience.

POSITION SUMMARY

The Finance Manager will be responsible to (1) ensure contractual requirements are met, based on USAID policies and procedures; (2) develop and implement financial procedures in compliance with Creative and USAID policies and procedures; (3) directly oversee and conduct all monthly, daily, and ad hoc financial activity of the project; (4) Support oversight of procurement actions, activity execution, subcontracts and consulting agreements to be compliant with USAID and Creative procedures, (4) provide financial training and guidance to program staff and partners; and (5) contribute to a collaborative work environment based on integrity.

REPORTING & SUPERVISION

The Finance Manager reports to the Chief of Party (COP), supervises the Finance Assistant(s) and works closely with both the Creative home office management team and the Guatemala field-based Operations Manager and Procurement and Grants teams. This position is considered a critical position and requires a high level of responsibility, competency and teamwork.

PRIMARY RESPONSIBILITIES

Primary responsibilities include but are not limited to the following:

  • Ensure that the program meets all USAID financial contractual requirements and compliant with USAID policies and regulations.
  • Provide financial oversight, including the maintenance and monitoring of the program budget.
  • Manage financial systems, files and reporting, and maintain Creative’s online accounting system in conformity with Creative Associates policies.
  • Liaise between Creative Associates’ field and headquarters offices regarding all program financial matters and all internal or external audit requests, as needed.
  • Process check requests and wire transfer requests for payments to vendors in compliance with contract requirements.
  • Review and process invoices and in-field fee payments in accordance with Creative accounting procedures and contract policies.
  • Manage payroll procedures.
  • Participate in ongoing budget analysis, forecasting and review of program expenses.
  • Track the transfer of funds between headquarters and the field office and manage accounting and finance records of in-country expenses, including developing tracking and monitoring all financial program activities, and maintaining current program expense data.
  • Draft quarterly, annual and ad hoc financial reports on financial status of program expenses and budget information and forward to Finance & Contracts for review and approval by the Controller.
  • Prepare monthly field expense reports and report monthly expenses to HQ Offices.
  • Provide COP and Operations Manager (OM) with program’s current financial status.
  • Provide financial management and systems training for program staff.
  • Travel to field location(s) as necessary and provide oversight to field office financial systems and processes.
  • Provide training and guidance to program staff, grantees, local partners, and beneficiaries, as needed.
  • Review and approve the financial close-out of program activities, and verify documentation and information is complete.
  • Manage VAT exemptions and reimbursements with USAID/Guatemala and Government of Guatemala.
  • Ensure program compliance with tax filing requirements in Guatemala, as required.
  • Other duties, as assigned by the COP or OM.

REQUIRED SKILLS & QUALIFICATIONS:

  • Required Bachelor’s degree in relevant field (finance, accounting, business, etc.). Master’s degree preferred.
  • Minimum of 4 years of relevant work experience.
  • Minimum of 6 years of general work experience.
  • A Master’s degree may be substituted with 3 years of general experience or 2 years of specific experience.
  • Experience managing the finances for a program of similar size, scope and donor.
  • Experience with USAID program finances and budgeting (preferred) or similar work for other donors/U.S. Government agencies.
  • Demonstrated high levels of professional integrity and understanding of business ethics, interpersonal, leadership and management skills
  • Willingness to travel to Guatemala domestic locations.
  • Fluency in spoken and written English highly desired, advanced knowledge required.
  • Fluency in Spanish.
  • Must have existing work authorization for Guatemala
