We are looking for an internal Cash and Markets Programme Development Manager whowill have cross-cutting function, working across and within teams. The incumbent’s role will include (but is not limited to) leading the development and implementation of Cash and Market based programmes in neighbouring countries. The PDM will also be responsible for the development of appropriate systems and tools to enhance the quality, efficiency, monitoring, reporting and risk management of cash and voucher assistance interventions as well as cross- functional/departmental coordination and capacity building for staff.

The Cash and Markets PDM (neighbouring countries) will report to the Head of Programme for Poland and will collaborate closely with the wider CEERO C&M Teams. Other engagement with relevant M&E Manager and Core Competence PDMs (Protection from Violence, Education, Shelter, Information Counselling and Legal Assistance). S/he will also work closely with the support team, notably Grants and Partners, Finance and Logistics.

What you will do:

  • Develop Cash & Markets strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities
  • Ensure programme support to cash & voucher assistance and coordination
  • Provide technical direction and project implementation support
  • Represent NRC in relevant C&M coordination forums and technical working groups
  • Develop and support new and existing partnerships for delivery of MPCA, and support other PDMs in developing of partnerships for sectoral-based cash assistance
  • Manage direct and partner-led C&M grants following the full PCM cycle
  • Contribute to partner’s technical capacity strengthening in the C&M CC
  • Ensure capacity building of all technical and support staff on cash & voucher assistance
  • Provide cash & voucher assistance specific inputs relevant for CC strategies and overall country strategy
  • Identify funding opportunities and provide inputs into the funding strategy for CCs where cash & vouchers are used as a modality
  • Work closely with the M&E Manager to ensure timely and quality C&M data tracking and reporting both for internal tracking, learning and advocacy purposes and for donor reporting
  • Lead on and contribute to producing evidence to inform programme design, advocacy, and implementation strategies
  • Comply with donor standards, and grant management and regular reporting to donor in country programme to cash & voucher related matters
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation
  • Ensure a timely documentation of programme deliverables and means of verification as well as support with information management pertinent to C&M inside the organisation

What you will bring:

  • Advanced degree in Economics, Econometrics or Business Studies; statistics as a major is advantageous.
  • Documented technical competences related to the position’s responsibilities, with a minimum of 5 years’ relevant experience in a similar role
  • Experience in working with cash in complex and volatile contexts and a clear understanding of the risks and opportunities related to the use of cash in emergencies
  • Experience with humanitarian programming and working in complex contexts
  • Additional documented experience and expertise as technical specialist or programme implementation related to NRC’s Core Competencies/sectors will be preferred
  • Strong coordination skills
  • Ability to multitask
  • Experience with working with vulnerable communities and people (displaced people, women, youth)
  • Strong computer skills – proficiency in Microsoft Office and Microsoft Excel and is mandatory
  • Working proficiency in English, both written and verbal.
  • Experience with cash programming in the development/ humanitarian field in Ukraine or similar contexts
  • Experience with market analysis in the humanitarian sector
  • Experience with market-based programming a distinct asset
  • Experience with inter-agency coordination in the development/ humanitarian field
  • Very strong analytical skills (experience in collecting and large sizes of analysing data)
  • Excellent facilitation and presentation skills

  • Duty Station – Warsaw (Poland).
  • Contract length:12 months (fixed term)
