About TdH Italy:

Fondazione Terre des Hommes Italia Onlus (TdH It) is member of the International Federation of Terre des Hommes, member of AOI and partner of ECHO. Its mandate is the protection of children, with and without disabilities. In Jordan it is registered with the Ministry of Social Development since 2005 and it operates in the sectors of Protection, Education, Health, Basic Needs and Livelihood in the most vulnerable areas in Jordan (i.e. North and central governorates).

Location: Amman, with possible missions to the governorates.

Starting Date: 1st March 2023

Position Requirements

Experience

  • Bachelor degree in one of the following fields Accounting, Finance, Business administration or related qualifications;
  • Previous experience in a similar position in a dynamic environment for at least 3 progressive years within the Humanitarian aid sector;
  • Experience with foreign currencies and grants management;

Skills & Qualifications

  • Knowledge and well understanding of Humanitarian principles;
  • Strong financial management skills, attention to detail, interpersonal, delegation, and supervisory skills;
  • Good knowledge of international donor rules and regulations, e.g. AICS, EU, UNOCHA, etc.
  • Knowledge of national financial and tax regulation;
  • Knowledge of the Jordanian labor law and International Labor organization regulations;
  • Effective communication skills;
  • Ability to multitask and manage competing priorities;
  • Proven ability to work creatively and independently.

Responsibilities:

  • Provides advice to the CD on financial matters, particularly the monthly review of the balance sheet and regular budget forecasting and projections;
  • Minimizes financial risk specifically in the areas of cash management and treasury (foreign exchange);
  • Advise the Project managers with donor contracts. Provides advice & provides expertise at the project/program budget proposal development and final submission stage;
  • Reviews and monitors the Country Offices financial policies, systems and procedures and initiates development or correction as required;
  • Closely monitors Banking and Governmental policies in country, regulations, and provides advice on payment issues;
  • Liaises with the project managers, to ensure that the contract liabilities are collected in a timely manner and that project expenditures are in line with the contract budgets;
  • Supervises the preparation and submission of the Country Office budgets;
  • Provides information, guidance, addresses issues, and ensures there is an understanding of Country Office finance requirements and standards along with contractual requirements from different donors;
  • Heads strategy and direction for the Country Office in regards all finance matters, overall finance plans for budgets, staffing, and procurement and makes and final recommendations on policy-level financial matters;
  • Audits the accounting practices of the Country Office finance staff through the authorization of various documents and financial instruments, and takes corrective action as necessary;
  • Directly supervises the Finance staff, and provides general team leadership for the Finance department;
  • Supervision of the payroll management;
  • Responsible for the compliance to social and legal regulations;
  • Responsible for compliance with donors’ rules on purchases General administration;
  • In charge of the link with tax, social and any other administrative body in charge of regulations applicable to the country office Donors’ relations;
  • In charge of administrative and financial relations with the different donors funding the country office programs;
  • Responsible for the dissemination of donors’ rules and regulation to the to the staff in charge of implementing projects;
  • Focal point for internal and external audits and responsible for the implementation of audit recommendation;
  • When required, represent the organization during collegial meetings and in front of local authorities, donors and stakeholders.

Support all TdH It activities

  • Support emergency interventions, as per the employee’s competences;
  • Support any activity that helps achieving TdH It humanitarian goals, as per the employee’s capacities;
  • Support other activities if it is needed;
