Organisation Description

Johanniter-Unfall-Hilfe e.V. (www.thejohanniter.org) is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.

Background

Johanniter International Assistance has started responding to the humanitarian needs in Ukraine only days after the beginning of the Russian attacks in February. The focus of the activities has been on the delivery of relief goods like food and hygiene material and their distribution to IDPs and other vulnerable people as well as the delivery of medicals supplies to hospitals. Johanniter currently has no presence in Ukraine, all activities in the country are implemented through local partners. In addition, Johanniter also works with partner organ-isations in the Republic of Moldova to support Ukrainian refugees with food, accommodation and psychosocial services.

In a Nutshell You will:

■ be responsible for the financial management of Johanniter’s program in Ukraine and neighbouring coun-tries ■ be reporting to the Head of Emergency Response in Berlin

What you will do:

Strategy and vision

■ Actively support the values of Johanniter and shape the programme work according to these values

■ Together with the Head of Emergency Response, develop and implement the Johanniter Interna-tional Assistance strategy

■ Contribute to the development and implementa-tion of the global strategy of Johanniter Interna-tional Assistance

Financial Management

■ Review Partner financial reports and vouchers for compliance and eligibility Ensure partner submits financial reports, fund requests and voucher packages on agreed timeframes

■ Support partners in the preparation of project budgets and verify partner project budgets in-cluding any budget revisions and extensions complying with financial guidelines of donors and Johanniter

■ Train partners on Johanniter financial guidelines and good practices

■ Check budget availability and budget line allo-cation, ensuring full compliance with Johanniter and donor procedures before any fund transfer

■ Monitor partner expenses against budget, recom-mend changes where necessary (incl. revised budgets), and ensure funds are spent within the agreed timeframes

■ Ensure proper coding of vouchers in line with Johanniter Finance Procedure Check that all re-quired procurement documents including quo-tations/offers, purchase orders, tender docu-mentation, procurement memo, contract, in-voices, receipts, works/services completion cer-tificates are submitted as supporting docu-ments

■ Assist in preparing donor reports

■ Assist in preparing internal and external audits

■ Report immediately if any irregularity or signs of irregularities occur (fraud, corruption, etc.)

■ Prevent and report any financial and opera-tional loss

What you bring:

■ University Degree in Business Administration / Accountancy or equivalent degree OR relevant work experience in similar position

■ At least 5 years of experience in accounting, fi-nancial management in the field of humanitar-ian aid / development cooperation

■ Experience in working with public donors

■ Ability to write reports and work instructions

■ Working experience in Ukraine is a plus ■ Financial Management

■ Proficient user of accountancy and financial software; experience in SUN-Systems is a plus

■ Excellent reporting and computer skills

■ Fluency in English and Ukrainian and/or Russian with excellent verbal and written communica-tion skills;

■ Knowledge of German is an asset

■ Cultural sensitivity and team competence

■ Proven ability to work independently

■ Structured and dynamic work manner

■ Able to perform under pressure

■ Ability to issue constructive criticism

Remuneration:

■ 45120 – 47484€/annum gross (Johanniter AVR DWBO Annex Johanniter internal tariff and rele-vant previous experience) Benefits:
