Chemonics International, a leading international development organization based in Washington, D.C., seeks a Finance and Operations Director for the anticipated USAID Health Systems Strengthening (HSS) activity in Burkina Faso. The anticipated, five-year, $25 million activity aims to strengthen and enhance the health system in Burkina Faso to deliver quality health services. The activity’s technical areas are expected to include maternal, neonatal and child health, nutrition, family planning, malaria and global health security. The Finance and Operations Director will report to the Chief of Party (COP) and be responsible for overseeing all aspects of budgeting, financial management, compliance, and reporting. S/he will provide financial management and administration of the cooperative agreement, and management support and oversight in the implementation of the Activity in accordance with USAID regulations and procedures and Chemonics policies. This position is expected to be based in Ouagadougou, Burkina Faso, and is contingent upon activity award. Responsibilities include:

  • Oversee overall project operations and finances
  • Monitor and support the standardization of operational systems, policies and procedures
  • Support the COP in developing and implementing key management systems that will support project planning, reporting and performance management; financial management; property and technical procurement systems; and personnel management.
  • Supervise day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting and financial accounting, and IT and information security.
  • Ensure compliance of project operations with USAID, Chemonics Washington office, and other required administrative policies and guidelines, as well as with host country requirements.
  • Manage program accounting, country-level financial reporting including drafting all budgets, and manages bank accounts including bank reconciliations. Looks for cost efficiencies and provides financial analysis for project leadership and USAID.
  • Oversees all human resource and personnel management issues and tasks, including recruiting and hiring of local staff, administration of local staff leaves and benefits, local staff care and professional development, and performance management and review.
  • Analyze and streamline processes in the field office, provide training and capacity-building to project staff on an ongoing basis on project administration and implementation.
  • Oversee operational procurement to ensure compliance with all applicable rules and regulations, and that procurement file documentation is thorough and complete in accordance with Chemonics’ Field Procurement Guide. Establish standards and procedures to ensure that the compliance programs throughout the project are effective and efficient.
  • Perform other accounting, financial management, procurement, and administrative tasks consistent with the overall scope of the position and activity.
  • Maintain regular correspondence with USAID and the home office

Qualifications:

  • Master’s degree in business administration, finance, accounting, or other relevant discipline is required
  • Minimum of 5 years of relevant professional experience and demonstrated experience working on USAID or donor-funded contracts with increasing responsibility.
  • Advanced Excel skills and demonstrated ability to develop and manage complex budgets.
  • Detailed knowledge of USAID rules and regulations, particularly relating to finance and accounting, and contractual compliance and oversight
  • Knowledge of Burkina Faso’s operating environment, including registration, taxes, and labor law.
  • Detail-oriented and ability to prioritize tasks and support activity implementation while ensuring adherence to required policies and protocols.
  • Demonstrated commitment to ethical and transparent practices and commitment to staff care.
  • Strong interpersonal skills in working with project stakeholders and USAID
  • Proven ability to mentor, supervise, and support staff
  • Computer skills and strong knowledge of MS Office applications
  • Demonstrated leadership, versatility, and integrity
  • Professional fluency in French required, and working proficiency in English a plus. Proven ability to communicate clearly and concisely, both orally and in writing
