Job purpose: The Finance and Administrative Manager will mainly support the financial management of two ongoing projects financed by the European Union. **

ESMES: Energy Smart Mediterranean Schools Network. The project is part of the ENI CBC Med Programme, the largest multilateral initiative for cross-border cooperation (CBC) in the Mediterranean area. The Programme is funded by the European Union under the European Neighbourhood Instrument (ENI) and managed by the Autonomous Region of Sardinia (Italy).

WISPER: Water-efficient Innovative Solutions Portfolio for Enhancing Resilience. The project is funded by the European Commission as main donor.

Tasks:

  1. Support the project coordinators in the management of all the EU financial and procedural aspects of the project;

  2. Contribute to ensure that all grants compliance requirements are met;

  3. Review and prepare financial reports, supporting documents and ensures compliance with donors procedures;

  4. Prepare EU tender dossier and management of the procedures;

  5. Coordinate all project partners for the collection of expenses and supporting documents on a monthly basis;

  6. Coordinate project internal audit for ICU and project partners;

  7. Prepare periodical bank reconciliations of all bank accounts;

  8. Update and manage both ICU and project accounting systems;

  9. Coordinate the co-financing sources, together with the Project Managers;

  10. Other administrative/financial tasks necessary for the implementation of activities.

Experience and skills:

• Bachelor Degree in Economics, Finance or other relevant fields;

• At least 5 years of experience in accounting and financial management, of which at least 3 in EU-funded project’s;

• Knowledge of Practical Guide to procurement and grant award procedures for European Union external actions (PRAG);

• Understanding of donor requirements related to finances, procurement and administration;

• Excellent knowledge of Microsoft Office Package (in particular Excel);

• Organizational skills, attention to detail and ability to work both independently and collaboratively with colleagues across the organisation;

• Excellent communication and inter-personal skills.

Preferred:

• Previous experience financial management and in multi-partners’ project management

• Previous experience with ENI CBC MED Program will be an asset.

• Knowledge of French and Arabic would be an asset.
