GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The Field MIS Coordinator (FMC) will report directly to the Area Coordinator-Quality and Partners and to the Programs Data Systems Coordinator (PDSC).

Field MIS Coordinator (FMC) is responsible for providing technical creativity, innovation, oversight, and leadership for the GOAL Syria programme information management in the whole Syria GOAL’s fields of operation. The FMC will play a leadership role in areas such as data security, integration, and exchange. In collaboration with the Management Information Systems (MIS) team, the FMC will ensure data quality and integrity while driving enhanced system integration and harmonisation across MIS and programme departments aiming for improved process efficiencies, data Analysis, extraction, and utilization. Extensive IT, data, and managerial skills are required in this role. In coordination with PSDC and ACPQ the FMC will support the process of team strategy design and implementation in the field and report progress to ACPQ and Programs Data System Coordinator.

The FMC in coordination with Area Coordinator – Partners and Quality with technical support from the Programs Data System Coordinator will oversite and teams’ leadership and structure according to the need and agreed strategy plan.

Duties, objectives, and competencies

Team Management:

  • Line manages the Field MIS Managers directly, and the whole Field MIS team. Ensure that everyone in Data Management teams have clear responsibilities, defined tasks, and work-plans in place and that these are regularly reviewed.
  • Design staff competency framework and identify gaps in field team technical functions or capacity.
  • Ensure that the teams are committed to the humanitarian principles and accountability.
  • Design an effective and efficient team works which are obligate to the Data protection policy.
  • Lead trainings and coaching for MIS filed team as well as other relevant stakeholders in wider Programmes team to ensure uniform and standard understanding of information/data flows, data visualization platforms, databases, as well as roles and responsibilities.

Development and planning

  • Work with Filed MIS Managers to review and control the Develop and analyze data management systems that are to be used by the employees and the managers from different related departments of GOAL.
  • Develop strategies to be used in the implementation of software and hardware systems in the organization
  • Ensure that procedures, guidelines, and methodologies for all data management processes are in place and updated as required.
  • Oversight database structure development and maintaining of owned MIS Azure server.
  • Maintain the knowledge obtained from MIS system.

Reporting:

  • Ensure that programme and programme quality summary statistics are generated and communicated routinely to facilitate decision-making and support oversight of programme implementation and monitoring using appropriate information visualization and communication platforms for Syria field team.
  • Provide detailed data analysis for both MIS system and other departments data in a monthly basis.
  • Coordinate and support responses to data retrieval requests from Programmes and Grants teams.
  • Ensure regular and consistent updating of GOAL beneficiary and assistance delivery data via appropriate reporting software/platform through SQL and Power Bi.
  • Prepare weekly reports and share it with Area Coordinator-Partners and Quality and PDSC.

Data quality:

  • Collect necessary data specifications for each department and make sure that their requirements are met in the online system.
  • Develop a data protection system to secure the data sharing and advice on any gaps observed during the implementation.
  • Oversight Data flow of partners data and its procedures and rules.
  • Ensure accurate and up-to-date information is maintained for all programme activities and that data generated through field activities is updated daily on centralized records and stored securely, with all required programme documentation scanned
  • provide timely assistance and feedback to Data Management teams on data issues and perform the remedial action to address any data collection, entry and cleaning issues on the server
  • Provide oversight and technical support to the Data Management teams including ensuring data entry and cleaning is conducted on a regular basis, conducting analysis on data and presenting finding from data for internal and external online reports
  • Ensuring data collection tools are fit for purpose and providing revisions when necessary
  • Coordinate with MIS Team and PDSC to insure the implementation of MIS Team SOP in the field.

Training and capacity building:

  • Develop Data Management staff capacity.
  • Provide training and necessary assistance, and coaching for the departments involved in implementation and use of the software systems
  • Train the employees in using information systems and help them understand the configuration of the systems
  • Where unsatisfactory data collection has taken place, follow up with Managers and Programme Coordinators to ensure accuracy in programme documentation.
  • Identify staff and partner capacity building requirements and work with the PDSC, MIS Mangers and other team members to design and deliver effective training, mentoring and other activities to address identified capacity gaps.
  • Other tasks as required relating to data management and as determined by the Area Coordinator – Partners and Quality and PSDC.

M&E:

  • Working with the M&E team to prepare lists of beneficiaries for the surveys

Other:

  • Ensure that policies and guidelines as laid down in GOAL manuals and policies are always adhered to.
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.
  • Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project
  • Participate in team meeting to represent MIS Field team and support the process of strategic solution design and support with required contribution to any agreed department development plans.

Requirements (essential)

  • Bachelor’s Degree, preferably in IT, Data Management or similar; in lieu of a completed degree an undergraduate with 6+ years’ experience would be considered
  • At least four (4) years of experience in a position with similar management and leadership responsibilities and tasks.
  • At least 4 years’ work experience in similar position with NGOs in humanitarian work.
  • Knowledge of SQL and working with relational databases essential; additionally, knowledge of PowerBI, ASP.NET, C#, Sdata, SPSS desired
  • Ability to troubleshoot any kind of systems related problems and maintain the security of the systems
  • Proficient in working with the office applications, communications systems, etc.
  • Ability to accept challenges and tackle difficult – situations and meet the expected goals
  • Good project management skills and ability to pay attention towards the qualitative and quantitative aspects
  • Good English language skills (spoken, written, and reading)
  • Excellent Arabic language skills (spoken, written, and reading)
  • Previous experience in working within GOAL’s target areas in Idleb and Northern Aleppo.
  • Committed to beneficiary accountability and humanitarian principles
  • Demonstrated skills in information management and report writing
  • Committed to the Data Protection rules.

Requirements (desired)

  • At least 5 years’ of NGOs work experience;
  • Experienced in managing information systems projects
  • Excellent attention to detail
  • Hard-working, proactive, and able to prioritize to manage a demanding workload
  • Turkish Language is desired.
  • Experience in practices and models that are used in data analysis and design and can be helpful in meeting the expectations of the programmes
  • Excellent IT skills (Microsoft Office & 365, VBA, HTML, SQL Server, relational databases)
  • At least five (5) years of experience working on IT or data systems.
  • Previous experience in working within GOAL’s target areas in Idleb and Northern Aleppo.
