The recent developments in Ukraine have resulted in a major humanitarian situation. A large number of people face conditions of war, are internally displaced to the West or have left the country.

Dorcas has 2 offices in Ukraine 1, of them in Transcarpathia, located in Uzghorod near the Hungarian border. This region in the West of Ukraine is safe so far because no fighting is taking place in this part of the country. Our Country office team and the partners in this area have started an emergency response which they hope to upscale to the Zaporosjni region (were the other office of Dorcas is located) as soon as the situation would allow this.

Dorcas is working in Ukraine in 2 the following programmatic areas: Social Empowerment and Protection mainly focusing on Elderly and Children, Inclusive Entrepreneurship and Humanitarian Assistance and Recovery. Since 2014 Dorcas has been involved in the humanitarian response to conflict-induced needs in Eastern Ukraine, amongst others with funding from the Dutch Relief Alliance (2016-2018).

Dorcas’ current emergency response focuses on the sectors: Food Security & Livelihoods, Shelter/NFI and Protection. When markets allow so Dorcas aims to also utilise the cross-sectoral multipurpose cash modality.

Field Coordinator Joint Response (DRA JR Ukraine)

Country Office Ukraine Intervention area: Humanitarian Assistance & Recovery
Location: Field coordinator joint respons- DRA is based in Uzhgorod Ukraine (Transcarpathia)
Period of implementation for the assignment: As soon as possible for a period of six months with possibility of extension.

Purpose of the position

The Field Coordinator is responsible for and mandated to oversee the implementation and coordination of the Dutch Relief Alliance (DRA) Joint Response in Ukraine. The Joint Response consists of 3 DRA members including Dorcas, of which Dorcas is the lead. The Field Coordinator has a facilitative and steering role, guiding and setting direction of the Joint Response and providing a supportive coordination structure and environment for Joint Response members to implement, particularly in the implementation of the collaborative elements of the Joint Response.

Responsibilities of The Field Coordinator

  • Member of Ukraine country management team, providing strategic programmatic input;
  • Ensure effective coordination between the members, UN agencies, the Dutch Embassies and other actors;
  • Monitor the joint implementation of the agreed JR at field level;
  • Liaise with the members in, Ukraine and the JR lead in the Netherlands;
  • Organise member meetings in Ukraine;
  • Receive reports from JR members and compile reports;
  • Propose modifications to the JR if the context changes;
  • Monitor the use of funds and propose modifications to members’ budget if there is risk of underspending;
  • Identify opportunities to increase the collaborative value of the consortium, strategic reflection, innovation and learning;
  • Facilitate capacity building of local partners;
  • Support members on delivering M&E results;
  • Maintain relations with the donor;
  • Ensure visibility materials are gathered for use locally in the Netherlands.

Job Requirements:

  • MA/Msc degree preferably related to Humanitarian Affairs and/or International Development. Candidates with a BSc degree that have extensive relevant experience are also invited to apply;
  • At least 5 years relevant field experience in Humanitarian Assistance and at least 3 years program management experience;
  • Experience in coordinating multi party programmes.
  • Experience working in fragile/conflict contexts
  • Experience in humanitarian assistance & recovery programming;
  • Experience in working with local and international partner organisations and providing coaching and capacity building;
  • Experience in writing proposals, raising funds and managing projects funded by institutional donors;
  • Settled character with ability to cope with stressful, delicate and possibly unstable situations;
  • Capable to pursue, set goals and to achieve them;
  • Flexible with strong interpersonal and communication skills;
  • Fluent command of English (both verbal and written); knowledge of Ukrainian and/or Russian is considered an asset;
  • Adhering to the Dorcas Christian core values.
