The overall objective of the Field Coordinator is to ensure, under the responsibility of the Country Director, the implementation of activities in Ninewa and Salah Al Din Governorate, good coordination with local authorities in operational and security terms, and the general functioning of TGH’s Mosul office and sub offices, in order to deliver essential services in the sectors of Child Protection, Food Security and Livelihood, and Climate Change.

He/she manages a team of project managers (number depending on funding – four in September 2022), a Deputy Security Coordinator, an Admin Manager and additional70 staff). S/he will work in close collaboration with the senior management team in Erbil (Program Coordinator, Finance, HR and Administration Coordinator, Logistics Coordinator and, where in post, Technical Advisors) as well as with HQ desk team and technical department.

The main responsibilities include:

Coordination and follow-up of projects

  • Provide routine support and guidance to project teams on project cycle management ensuring that all targets are met by staff across all key management areas of operation, programme, administrative, human resource and finance, including correct follow-up of project, administrative, logistics and procurement aspects of the project.
  • Ensure proper budget follow-up with program managers in relation with the coordination in Erbil.
  • Participate in coordination meetings at Erbil level.
  • Manage projects in theabsence of project managers
  • Follow up on the delivery of materials in conjunction with Mosul logistics and the logistics coordinator
  • Ensure compliance with internal and donor procedures in the implementation, monitoring and reporting of activities
  • Ensure a link and good coordination between the programs and all supports
  • Participate in external and internal reporting

Implementation and development of intervention strategy

  • Participate in the definition of the intervention strategy in the area of operation and update it as necessary
  • Constantly monitor the context evoluation to ensure programming is relevant and responsive to priority needs of the communities in the areas of intervention. Organise and carry out field assessments
  • Actively participate in proposal development events as well as explore new funding opportunities / donors

Security

  • Analyse the political, security and socio-economical context, and ensure timely and accurate internal communication
  • Keep in constant relation with local authorities and various military actors present in the area of intervention, as well as security / NGO forums
  • Regularly update the security management tools, in collaboration with the CD, and disseminate the necessary rules to all the Mosul office’s personnel
  • Guarantee with the CD, a level and modalities of operation adapted the context
  • Manage, in relation with the CD, any security incident and emergency situations, write-up incident reports
  • Participate in all security related meetings with local or international, governmental, military and NGO actors
  • Develop contact related to security at every level to develop new accesses in Ninewa and SAD.

Office management in Mosul, Tikrit, Sinjar and Rabia

  • Ensure that internal procedures are understood by all staff and applied
  • Ensure with administrative and logistics teams of the smooth running of the office, in their absence, ensure a proper level of log/admin support to projects with the support of Erbil coordination
  • Ensure the mutualisation of means and adequate spread of support costs among all projects.
  • Enhancing staff awareness through regular sessions on risk and fraud policies, ensuring staff is well versed in core humanitarian concepts, code of conduct, accountability, respectful dialogue with the displaced population, and prevention of sexual exploitation and abuse.
  • Enhance healthy and professional working environment, lead staff care strategic initiatives and ensure staff well-being and duty of care.

Representation

  • Develop external influence of TGH (clusters, forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) on his/her responsibilities area.
  • Enhance good working relations and local partnerships with all local authorities, both civil and military (national army and militias), civil society actors and other humanitarian actors

Team Management

  • Responsible for the overall Human Resources management of the field office team including supporting recruitment, job description definition, individual support, appraisals, supervision, execution of team work plans and schedule, briefings on TGH mission, values, policies, training needs, implementation of regulations and objectives and their individual responsibilities in upholding these standards and policies), etc.)
  • Contribute to TGH localization plans by enhancing performance management indicators, capacity building opportunities and identification of resources those meet the minimum qualification*.*

Those responsibilities may be revised depending on the evolutions of needs in the field.

Profil

Educational background and experiences

  • Minimum 3 years of humanitarian experience in the field, with at least 2 in a coordination role
  • Minimum 1 year experience in a security management role in a complex conflict environment
  • Strong experience in team management
  • Experience in donor relations and fund raising
  • Previous experience of working in Middle Eastern countries is an advantage

Skills

  • Excellent skills in project cycle management
  • Skills in accountancy / financial management/ logistics
  • Good oral and writing skills in English, Arabic is a strong asset
  • Computer skills (including Excel and Word)
  • Excellent interpersonal and diplomatic skills

Information

Country: Iraq / Kurdistan region of Iraq

Location: Position based in Mosul with frequent travelling across Ninewa and Sala Al Din Governorates and to Erbil coordination office. Location might change in case of degradation of the local security conditions.

Duration: 9 months – renewable – subject to funding availability

Starting date: September 2022 (Start date might be affected by delays with visa issuing)

Place in the org. Chart: Under the direct responsibility of the Country Director

Conditions: Salaried contract, monthly gross salary from €2,650 to €3.150 according to experience in the similar position, monthly per diem 650 USD, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months. Non-family duty station
