Consultancy Terms of Reference

SUMMARY

Under the supervision of the Project Manager and in close coordination with the Country Representative, the Field Coordinator (Consultant) will support the implementation, oversight, and monitoring of IOCC’s programming — particularly that with persons with disabilities (PWDs) — in Jordan through work in IOCC’s Amman office and assigned field locations. The Consultant will also support external representation and the writing, editing, and finalizing of reports, concept notes, and proposals. Additionally, the Consultant will complete special projects for the Country Representative.

This is a full-time, short-term consultancy (two to three months) based in Jordan. Only candidates already in Jordan will be considered.

KEY RESPONSIBILITIES

Responsibilities will include, but are not limited to:

  • Support the Project Manager in implementation of assigned project(s)
  • Conduct regular site monitoring visits to supervise the work of IOCC’s local partner(s), including provision of necessary guidance and support, as needed, throughout Jordan
  • Represent IOCC at assigned external meetings and provide relevant information to IOCC and project management
  • As directed/requested, work with the Project Manager and/or Country Representative on the timely development of project reports
  • With the Project Manager, support the capacity building of IOCC’s local partner(s), including (but not limited to) developing training content and co-facilitating training sessions, as needed
  • Review and update vulnerability assessments used to prioritize refugees receiving assistance
  • Develop visibility materials to highlight the impact of IOCC’s work
  • Support planning and implementation of needs assessments
  • As needed, participate in project design, as well as concept note and proposal development, including research, assessments, writing, and review
  • Complete and submit weekly updates to the Project Manager and Country Representative
  • Perform other duties as assigned or required

Knowledge and Skills: Highly motivated and organized; independent worker; advanced computer skills; project implementation experience; inter-personal communication skills; advanced English writing skills – Arabic a plus; familiarity with M&E processes and tools; ability to work in a fast-paced environment with completing priorities; fluency in English – knowledge of Arabic a plus; knowledge of issues impacting refugees in Jordan required; experience working with disability programming a plus.

Competencies: Ability to build strong personal and organizational relationships across a wide range of stakeholders, including internal and external staff, partner organizations, local communities, project beneficiaries, and other contacts; sensitivity to cultural conditions and practices; knowledge of proper etiquette in interacting with affected populations (including PWDs); adherence to procedures, regulations, local laws, and other requirements in implementing and maintaining IOCC projects; ability to think strategically, analyze issues, and make appropriate recommendations.

Experience: Minimum of 3 years’ experience, working in emergency response and/or international/ local development
