About the project: The UK PACT project titled ‘Enhancing Sustainable Urban Mobility of Coastal Metropolitan Cities Towards Safer, Inclusive, Resilient, and Ambitious Low-Carbon Development Pathways’ aims to address the twin challenges of post-Covid-19 recovery and climate change mitigation action by supporting Makassar and Surabaya increasing cities’ ambition to improve and implement the targets and scope of their sustainable urban mobility strategy to be more inclusive, resilient, and safe with lower carbon emissions. It is part of the Future Cities – Low-Carbon Transport Portfolio of UK-PACT in Indonesia.

Job Purpose

EPI/Surveillance Consultant will provide technical assistance to Makassar and Surabaya to improve air quality and traffic safety and help reduce congestion and contribute towards improving economic conditions. TA will support urban the creation of evidence-informed mobility policies that are more ambitious, include low carbon emission targets, safer, inclusive, and resilient.

EPI/Surveillance Consultant will support the provides technical assistance to cities in Indonesia to improvement of their capacity for public health and environmental surveillance incorporating sustainability indicators such as the GHG emission, health indicators (pollutants concentration), and traffic statistics that would improve cities’ reporting towards the impact of public policy intervention on inclusive and urban mobility transition and analysis to guide and monitor interventions to reduce road traffic deaths effectively address sustainable mobility with climate considerations. . He/She will be responsible to support city government agencies in enhancing road safety surveillance systems.

This posting is for a position to be based in Indonesia.

Duties and Responsibilities

  1. Develops and implements methodologies and techniques for analysis of data from surveillance systems and other health and environment-mandated databases.

  2. Support, guidance, and technical assistance to city governments for road injury, climate change and fatality data sources, analytics, coordination, integration, and use.

  3. Conduct of comprehensive baseline road injury surveillance system assessments in up to 5 cities; Makassar and Surabaya and identification of strengths, gaps, and institutional opportunities in the police, transport, and environmental health sectors.

  4. Development of strategic plans to improve use of city road safety surveillance systems alongside environmental and climate data systems over the three-year project a 4-year period, according to baseline assessments conducted. Identification of institutional opportunities for embedded staff placement, workplans, and staffing/collaboration plans in up to two cities.

  5. Analyze, interpret and evaluate data to prepare and disseminate reports illustrating epidemiological trends and disease patterns from internal systems oversee reports prepared by staff or contractors project partners and UK Pact/WRI affiliates.

  6. Provides general oversight of ongoing projects, including but not limited to syndromic surveillance presents results of the studies using publication-quality tables and graphs.

  7. Provides leadership for, plan and or carry out epidemiological studies involving complex data sets with large numbers of fields, multiple medical/environmental health conditions, data set linkages and utilization of statistical analysis software packages.

  8. Coordinates with local health and environmental departments and state public health departments in Makassar and Surabaya, community-based organizations, and other agencies in gathering, analyzing, and using data.

  9. AdvisesContributes to presenting and coordinating the overall data/surveillance reports to the national program team administration on for effective data and its use in program planning and policy development.

Qualifications

Education and degree

● Education and experience equivalent to a Bachelor’s degree from an accredited college or university in epidemiology, statistics, public health, mathematics or social science and four (4) five years of direct work experience in epidemiology, biostatistics or related field or Master’s degree from an accredited college or university in epidemiology, statistics, public health, mathematics or social science or in a relevant subject and two (2) of direct work experience in epidemiology, biostatistics or related field.

● Must possess a strong knowledge of SPSS, SAS and other quantitative and qualitative statistical analysis software and standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Standard office environment.

Experience

Experience required:

Minimum 10 five years of overall experience with experience in data management, analysis, and reporting related to public health, transportation/mobility or public policy

Experience preferred:

Familiarity with the development of technical support guidelines for road safety and environmental health policy areas using data and evidence. and factors impacting road traffic injury risk

Demonstrable understanding of and experience working with government structures in Asia Pacific/GMS region. Experience in Indonesia will be preferred.
