Overview of position:

  • Our clients stabilization engagement in Mozambique is part and parcel of the govt.’s priorities in Cabo Delgado, as embodied in the reconstruction plan (PRCD) & contributing to the strategy for the resilience & integrated development of the north (ERDIN) as well as to the Recovery & Peacebuilding Assessments (RPBA).
  • Violent attacks by Non State Armed Groups (NSAGs) have significantly heightened protection risks, especially for women & girls. The govt. of Mozambique has responded with military action & reclaimed a number of areas that previously were occupied by NSAGs. Prior to the arrival of the first foreign troops on the ground in July 2021, our client had initiated stabilization interventions to assist the govt. of Mozambique in its efforts to reestablish the presence of the state in the reclaimed areas, paving the way for reconstruction & a subsequent safe & voluntary return of IDPs to their areas of origin. Our client is already working in the districts of Macomia, Quissanga, Mocimboa da Praia & Palma. Benefitting from decades of experience in stabilization activities elsewhere on the continent & in the world & with an office fully established in Pemba in 2021, our client is supporting the govt. in 3 interrelated & complementary pillars as part of stabilization namely community security is improved with a focus on rule of law & access to justice, creating the foundation for social cohesion, peace & development, basic services & infrastructure are rehabilitated, functional & accessible & the capacity of local authorities are developed to improve access to service delivery, socio economic support is provided to individuals & communities, including immediate livelihood support for affected populations.
  • In this regard, our client in Mozambique is seeking the support of an experienced & highly qualified Mozambique national to help successfully implement a baseline assessment for the stabilization program. The Enumerator will closely work with the Data Analytics & Management Specialist, the Communication & Data Assistant & M&E & Reporting Officer. Under the overall supervision of the M&E & Reporting Officer.

Role objectives:
The overall objective is to support our clients stabilization project in Cabo Delgado to conduct the baseline assessment by conducting the following activities:

  • Attend training on research protocols, data collection tools & pre testing of the tools.
  • Conduct primary data collection in the field.
  • Travel to regions & remote areas for field data collection.
  • Ensure data quality.

Short description of tasks & responsibilities:

  • Assist in assessment processes of the targeted locations in order to identify the baseline for the stabilization program.
  • Conduct field visits to make observations & conduct interviews in line with the template & the training provided in the different intervention areas of the stabilization program.

Expected output:

  • At least 500 interviews conducted & high quality data shared with our clients Pemba sub office (with no missing observations on key data variables & no preventable data quality issues).

Project reporting:

  • Report the progress on daily basis, the Enumerators directly report to the M&E & Reporting Officer.

Key competencies:

  • Bachelor’s Degree in a relevant discipline.
  • Have at least 2 years of relevant experience (in data collection, research, assessments, or community engagement).
  • Computer skills (i.e. Word, Excel, Power Point, social media & others).
  • Fluency in spoken & written Portuguese is required.
  • Spoken fluency in at least two of the following languages namely Swahili, Makua, Makonde, Kimuani & Makue.
  • Working knowledge of English is an advantage.
  • Demonstrated interest & / or experience in working with programming in volatile contexts, including on issues such as conflict sensitivity, gender, livelihood coping strategies, community cohesion & / or displacement.
  • Experience working with international organisations.
  • Knowledge of Cabo Delgado is desirable.
  • Social competencies to approach & effectively communicate with the population living in Cabo Delgado.
  • Able to follow instructions & conduct interviews in a consistent manner.
  • Data & digital literacy.
  • Attention to detail.
  • Good interpersonal, networking & communication skills.
  • Willingness to contribute & work as part of a team.
  • Flexible & open to learning & new experiences.
  • Respect for diversity & adaptability to other cultures, environments & living conditions.
