ASB Georgia is pleased to invite the qualified candidates, both individuals and organizations to facilitate study trip for Georgian and Armenian Emergency Medical Teams (EMTs) within “Stronger Together – Cooperative Action to Respond to Cross-border Emergencies” project funded by Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO).

Background information

Arbeiter-Samariter-Bund (ASB) is one of the biggest and oldest German aid and welfare organization with more than one million members. Since its foundation in 1888, ASB has acted as a politically and denominationally independent association. With its first international mission in 1921, the area of foreign aid became an integral part of the organization. Currently ASB has 11 foreign offices and implementing programs in more than 20 countries. ASB, through its officially registered country office in Georgia implemented several EU, German and US government funded projects related to: inclusive disaster risk reduction, provision of social services, improvement of economic and livelihood conditions, resocialization of persons in conflict with law, confidence building, as well as humanitarian assistance to IDPs, conflict affected population and other vulnerable groups, etc.

Starting from February 1, 2021 ASB is implementing the project “Stronger Together – Cooperative Action to Respond to Cross-border Emergencies” funded by Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO). Overall objective of the action is to enhance disaster risk management system with special focus on health emergencies in Armenia and Georgia through capacity building and establishing cross border cooperation mechanisms. The duration of the project is 24 months (February 2021 – January 2023).

Description of the Study Trip and Assignment of the Host Organization

The project plans to arrange international study trip for Georgian and Armenian EMTs. The study trip will be conducted in European country. The detailed agenda will be elaborated in close coordination with governmental institutions responsible for health emergency and disaster risk management in both countries in order to reflect their needs at maximum level. The study trip will include but not be limited to the visits to the governmental institutions, WHO and EMT offices to learn and discuss existing policies and the best European practices, networking activities, advocacy and knowledge sharing mechanisms. The selected representatives of the EMTs and the relevant governmental entities will be invited to participate in the study tour. In total, 15 persons will be invited to participate in the study trip from both countries.

The tentative period of the study trip implementation is the second half of 2022, duration – 5 working days. The concrete date, agenda and action plan for study trip will be elaborated in close consultation with the selected expert/organization.

General eligibility criteria

· Experience in Healthcare management, Crisis Management and EMT related issues or other relevant field;

· Willingness to contribute to the planning and implementation of experience sharing visits for Armenian and Georgina EMTs.

· Profound understanding of WHO certification standards, EMTs work and emergency healthcare, including field work.

In order to fulfill the above-mentioned task, ASB is seeking for the individual expert/organization to (i) finalize the list of institutions to be visited, (ii) organize the meetings and showing the practical examples of EMTs work (including logistical part), (iii) provide support to the study tour participants if required.
