As a non-governmental social development organization we support children without parental care and families in difficult living conditions through services in care, education, health and emergency relief, and we advocate for the rights of children and young people, in alliance with a great diversity of partners. We work in 135 countries and territories, reaching over one million children, young people, families and caregivers each year.

Following the war in Ukraine and the immense humanitarian needs resulting from it, we are looking for an experienced and committed ER Manager for the Ukraine Response.

Mission

The Overall ER Manager for Ukraine Response ensures a smooth and effective collaboration and communication among all SOS actors involved in the Response (concerned member associations – MAs, International Office Region – IOR, Ukraine Crisis Response Steering Committee). He/she coordinates transparent reporting as well as HR recruitment and deployment action plans and framework and provides technical advice on project design and implementation – as needed.

Tasks and Responsibilities:

Coordination and reporting

  • Ensure smooth and effective collaboration and communication among all SOS CV actors and SOS CV Ukraine according to established protocols and procedures
  • Maintain full overview of the emergency response ensuring alignment with other projects (where necessary), pointing out synergies as well as collecting & sharing good practices for effective project design and implementation
  • Ensure efficient approval process of ‘project applications,’ which ensures quality and alignment to the strategy for the overall intervention
  • Ensure financial and narrative reporting is conducted according to established schedules and reporting procedures and reports (as per existing Partnership Agreement) are made available to the relevant stakeholders in a timely manner

Emergency Operations Support

  • Ensure that robust safeguarding and child protection frameworks are applied in all aspects of the emergency operations
  • Provide guidance and technical expertise to IOR and SOS Ukraine on aspects of emergency program design and implementation
  • Provide timely updates and advice to the Ukraine Crisis response steering committee to facilitate rapid response and decision-making
  • Ensure that the emergency support team includes relevant expert advisors needed to support and guide all aspects of a quality response
  • Jointly with IOR functions/project team, support SOS Ukraine in meeting internal and external standards and processes related to project cycle management, child safeguarding, procurement, financial management and legal compliance, advocacy and IPD.
  • Ensure good coordination between project team and IOR and IO functions
  • Coordinated in Cluster and working groups for the SOS CV relevant sectors.
  • Ensure that a robust overall MEAL framework for the intervention is developed and applied

Human Resources

  • Support IOR and SOS Ukraine in identifying capacity gaps in HR structures such as technical expertise and coordinate with HROD to fill these gaps.
  • Closely collaborate with HROD and ICL to ensure that staff employments and secondments are in line with legal requirements
  • Participate in staff recruitments (interviews, onboarding) – where required
  • Set up an effective culture of partnership working between project team, IOR counterparts and SOS Ukraine
  • Support in identifying training and capacity building opportunities for project staff

Finance

  • Closely coordinate with IO / IOR Finance to ensure emergency funds are disbursed according to established frames and procedures and reporting follows pre-established schedules and reporting lines
  • Ensure close link and coordination between the projects and Institutional Partnership Development

Requirements:

  • University degree in Humanitarian / Disaster risk Management or Development Studies, Social Sciences, agricultural economics or equivalent working experience
  • 5 years of experience in leading and coordinating humanitarian aid and/or development work in multi-cluster INGOs
  • Experience or education in one of the following fields is an asset: Child Protection in Emergencies, Cash and Voucher, MHPSS
  • Experience and knowledge of emergency response project management including emergency needs assessment, project design, development and implementation
  • Excellent communication and coordination skills
  • Strong leadership and team building skills
  • Excellent organizational and problem solving skills
  • Commitment to humanitarian principles & standards and to the values of SOS SV
  • Ability to adapt to changing circumstances, work under pressure and cope with stress
  • Experience in establishing strong and effective working relationships with colleagues from different backgrounds and culture
  • Proficiency in English and Ukrainian or Russian, Polish is an advantage

Additional information:

  • As soon as security situation allows, the ER Manager shall be based in Kiev
  • Duration of assignment: 12 months
  • A consultancy instead of employment contract can be discussed
