Context:

The International Organization for Migration (IOM) is one of the major humanitarian and development actor in Somalia. IOM Shelter/NFI program currently implements projects focused on in-kind distributions as well as Cash Based Interventions. The program also maintains the common supply of NFI for cluster partners under the contingency stocks.

In this context, IOM is recruiting a homebased Programme Officer SNFI to undertake operational delivery of projects, closely liaison with field teams on implementation of activities, maintain and recommend improvements to the Monitoring and Evaluation (M&E) system for Shelter and NFI interventions in Somalia.

Under the overall supervision of Senior Programme Coordinator ( EPC) and the direct supervision of Programme Coordinator (Shelter & NFI), the Programme Officer (S/NFI) is responsible to monitor the Shelter/NFI operations and facilitate the delivery of project activities closely coordinating with field teams; closely collaborate with other units to facilitate an integrated approach to project deliverables; and provide technical support to staff within procurement, logistics, finance, and security.

In addition to coordinating the field-based response country-wide, s/he will provide technical support and guidance to field teams, partners, and stakeholders as deemed relevant.

Core Functions / Responsibilities:

  1. Undertake and supervise implementation of activities under the S/NFI programme required for the successful completion of S/NFI projects, including in-kind and cash-based interventions, following closely the donor(s) and organizational requirements under the direction of the Programme Coordinator (S/NFI).

  2. Keep abreast of operational delays and deviations in relation to agreed work plans and recommend corrective measures as necessary to facilitate the delivery of project activities within budget and time tolerance.

  3. Draft technical specifications, Bills of Quantities (BoQs) and drawings for concept notes, proposals and budgets to facilitate quality of output and alignment to donor requirements.

  4. Contribute to beneficiary management, including monitoring beneficiary identification, registration and verification. Triangulate the beneficiary data to deliver assistance following the vulnerability criteria and as per the project commitments. Draft progress and other required reports and ensure that project data and information is archived and shared appropriately.

  5. In close collaboration with the logistics and procurement unit, initiate the procurement process for project deliverables to facilitate timely supply of commodities/services for field operations.

  6. Liaise with field counterparts, implementing partners and coordination structures (Shelter and NFI Cluster and Cash Working Group) to provide updates on IOM operations as needed.

  7. Track and follow up on budget consumption for the unit, produce a monthly update, taking into consideration expenses, commitments and deliverables, and keep the Programme Coordinator informed of arising challenges.

  8. Support the development of project proposals by collecting and collating information and documentation, and providing technical inputs.

  9. Supervise SNFI national operational staff, ensuring appropriate work distribution and review of outputs. Assist the programme coordinator in resolving team conflicts.

  10. Perform such other duties as may be assigned

Required Qualifications and Experience:

Education

• Master’s degree in Architecture, Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in Shelter/NFI, preferably at a managerial level, in emergency and conflict environments;

• Experience in effective coordination with other implementing partners;

• Experience in working effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to facilitate country office or regional objectives;

• Shelter/NFI technical experience to guide and supervise Shelter/NFI project teams.

Skills

• In depth knowledge of the broad range of shelter and settlement related subject areas dealt with by the Organization; and,

• Knowledge of UN and bilateral donor programming;

• Knowledge of cluster system;

• Knowledge of financial and procurement rules and regulations;

• Excellent Monitoring and Evaluation Skills; Managerial Skills, Organizational Skills, Accuracy, Ability to work with limited supervision;

• Delivers on set objectives in hardship situations.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
