Helvetas has been responding to the Ukraine crisis since March 2022. In Moldova, where it implements since 2018 an economic development programme, it has built up a largely cash-based assistance program in favor of refugees and host communities. The office will serve in future as operational hub to support operations inside Ukraine which are being implemented through local partner organizations.

For leading the development of the response programme inside Moldova, we are looking ASAP (ideally mid-August/September 1, 2022) for an experienced and agile humanitarian professional as Emergency Programme Coordinator (F/M/D) 100%, based in Chisinau, Moldova.

As a member of the Senior Management Team of the Helvetas Emergency Hub in Moldova, the Emergency Programme Coordinator (EPC) contributes to the management & development of the Emergency Response Programme. Reporting to the Emergency Response Representative, the EPC takes specific responsibility for managing and reporting on the implementation of the Emergency programme in accordance with donor proposals and for ensuring high quality programming through technical support and effective monitoring and evaluation. S/he represents Helvetas to relevant external stakeholders as necessary.

The position will be based in Chisinau, with travels inside Moldova, and potentially occasional travels to Western Ukraine in the future.

YOUR MAIN TASKS

Programme Management

  • Ensure effective management of the programme portfolio across the entire programming cycle, including assessment, planning, monitoring and evaluation.
  • Ensure respect of grant and contractual engagements, including timely reporting and donor engagement, where necessary.
  • Ensure that procurement plans are in place for each project according to donor budgets & budget narratives.
  • Support the achievement of high standards with regards to M&E systems and support managers in developing systems, data collection (including the use of digital devices), qualitative and quantitative data analysis and interpretation and review of M&E findings to improve programme quality and demonstrate impact.
  • Develop guidelines and approaches for internal programme processes and train staff to ensure implementation in accordance with humanitarian principles & donor compliance.

Programme Development

  • Design potential responses compliant with interagency plans and Helvetas Response Strategy.
  • Lead programme development by elaborating Project Concept Notes & proposals.
  • Contribute to the identification of new funding opportunities.

Personnel Management & Development

  • Lead and manage the Programme Team and foster a participative working culture & sense of ownership
  • Identify and address needs for technical and programmatic training in programme staff and provide technical guidance in programme implementation where needed
  • Monitoring of programme team’s respect of Helvetas rules and regulations, including security protocols, anti-corruption & code of conduct.

Coordination, Representation

  • In coordination with the Emergency Response Representative, participate in all relevant cluster meetings and other programme-related coordination groups.
  • Contribute to the organization of visits of donors, media or other stakeholders.
  • Act as Emergency Response Representative during his absence.

Other

  • Act as focal point for gender and/or protection and/or environmental mainstreaming.
  • Any other tasks which may be assigned by the Emergency Response Representative.

YOUR QUALIFICATIONS

  • At least 5 years of experience working in humanitarian programmes at international level, of which min. 2 years in senior management positions.
  • Programming experience in the fields of resilience / livelihoods programmes & cash transfers.
  • Demonstrable experience simultaneously managing multiple donor budgets, including analysis, forecasting, monitoring & amendments.
  • Applied knowledge in PCM incl. in programme design & successful proposal development.
  • Sound knowledge of the humanitarian system and associated procedures for interagency coordination.
  • Demonstrated leadership and management skills in a complex environment, ability to coach and support staff and cultivate team spirit.
  • Strong representation, interpersonal and negotiation skills; excellent oral & written communication skills in English.
  • Empathy with Helvetas’ vision, mission and values.
  • Excellent written and spoken English language skills with demonstrable experience producing quality proposals and reports in English
