GENERAL OBJECTIVE
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.
The MSF movement is built around five operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.
GENERAL CONTEXT
Emergency responses fall under the responsibility of the Operations Department, specifically the Emergency Unit (EU). The operational plan is channeling most of its energies and capacities to-wards providing lifesaving and comprehensive care for victims of acute and protracted conflict and violence, emphasizing high quality interventions and the safety and dignity of patients. In doing so OCBA will have Emergency response to acute needs at the forefront of our organizational priorities and culture.
We will continue improving timely and appropriate emergency response in conflicts and disasters, to outbreaks and to acute nutritional crises.
Emergency responses fall under the responsibility of the Operations Department.
GENERAL OBJECTIVE AND JOB ENVIRONMENT
Hierarchically accountable to the Head of the Emergency Unit (REUE) and/or its deputy, and functionally under the Operational Cell-based Medical Responsible (TESAUE), (S) he is part of a team composed of around 20 people of MSF OCBA “Emergency Team”, or emergency pool. A typical intervention is composed of a General Emergency coordinator, emergency medical/logistic/financial coordinators and medical/logistic/financial technicians. (S) He will be responsible to support and manage all activities developed by the medical teams working for MSF OCBA in the field, ensuring a suitable response. Exceptionally and if timely adequate, (S) he will also be in charge of launching regular activities and/or projects in countries where MSF OCBA is not present.

MAIN RESPONSIBILITIES AND TASKS
- To guarantee the respect of the general humanitarian policy of OCBA.
- To ensure the highest possible quality standard of the intervention in accordance to the medical, logistic, financial, human resource and communication policies of OCBA.
- To propose/guarantee medical strategical plan for the emergency response within the scope of the organisation’s capacity.
- To ensure appropriate measure are taken to ensure the physical and mental well-being of the emergency team.
- To guarantee the capitalisation of the medical field experience/strategies.
- To contribute to develop the expertise of OCBA.
- To conduct support activities at HQ level when required.
MAIN ACTIVITIES
a) Response to emergencies:
- Preparedness & conduction of exploratory missions for MSF OCBA.
- Plan the medical strategy to response the emergency intervention.
- Ensure the implementation of medical technical activities in the emergency intervention.
- Being responsible for the supervision and monitoring of the medical technical aspects, humanitarian needs and in coordination with the Logistics Coordinator, the material aspects of the programmes.
- Being responsible for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics and supply).
- In close collaboration with the HR Coordinator, participating in the planning, definition and sizing of the health-workforce in the mission and supervising the associated processes.
- Representing MSF before local/national medical authorities, members of the community and keeping regular contact with other counterparts in the mission.
- Report in regular basis to Emergency Coordinator & TESAUE in the progress and constraints on the medical operations.
- In cooperation with the Emergency Coordinator evaluate regularly and when required the medical team members.
- • Assume the operational responsibilities on small scale emergencies.
- To back up the emco if needed.
- Together with the HR Coordinator, defining, updating and implementing the Mission’s Health and Safety Policy Framework.
SELECTION CRITERIA
- Medical degree or Nurse diploma.
- MSF experience of minimum 15 months or 3 missions and preferably in different types of emergencies (nutritional crisis, measles, meningitis Epidemics + vaccination, cholera, refugees, etc.) and /or varied/insecure contexts. Alternatively, experience in similar other organisations will be considered.
- Experience in managing medical teams.
- Fluent (master them as working language) in English and French. Spanish is an asset.

CONDITIONS
- Based in the field during interventions.
- Salary defined by the MSF-Spain salary grid (pool UE conditions, IRP2).
- Commitment: minimum 1 year.
