GENERAL OBJECTIVE
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

GENERAL CONTEXT
Emergency responses fall under the responsibility of the Operations Department, specifically the Emergency Unit (EU). The operational plan is channeling most of its energies and capacities to-wards providing lifesaving and comprehensive care for victims of acute and protracted conflict and violence, emphasizing high quality interventions and the safety and dignity of patients. In doing so, OCBA will have Emergency response to acute needs at the forefront of our organizational priorities and culture, in a range of 20 to 30% of our operational volume.

We will continue improving timely and appropriate emergency response in conflicts, to outbreaks and to acute nutritional crises.

GENERAL OBJECTIVE AND JOB ENVIRONMENT
Hierarchically accountable to the Head of the Emergency Unit (REUE), he is part of a team composed of around 20 people of MSF OCBA “Emergency Team”, or emergency pool. A typical intervention is composed of a General Emergency coordinator Or Field Coordinator depending mainly of the size of the emergency, emergency medical/logistic/financial coordinators and medical/logistic/financial technicians. (S) He will be responsible to support and manage all activities developed by the teams working for MSF OCBA in the field, ensuring a suitable response. Exceptionally and if timely adequate, (S) he will also be in charge of launching regular activities and/or projects in countries where MSF OCBA is not present.

MAIN RESPONSIBILITIES AND TASKS

  • Is an active member of the Mission Coordination Team (MCT), contributing to the mission’s objectives definitions and missions strategic plans.
  • Is responsible for all human resources management and administrative issues of the whole mission, ensuring they are aligned with legal requirements, HR vision and Responsible Employer frame.
  • Contributes to planning and definition of Human Resources in the Mission, analyzing local capacities and supporting on identifying the optimum team set-up to properly achieve Mission’s objectives and identifying key indicators in order to follow up the results, and revise the HR plan accordingly.
  • Provides advice and technical expertise to the Mission Coordination Team, in order to design job profiles, organisational charts and decision-making channels.
  • Defines HR strategies at mission level to ensure the mission counts with the capacities and competences needed, in the short, mid and long term (recruitment, remuneration, management and learning development plans).
  • Defines local policies defining or adapting MSF standard policies to the mission. Ensures implementation of all HR Policies and Management Guidelines.
  • Ensure that local and regional staff in the Mission is properly recruited and that all staff is managed according to MSF HR vision, policies and values, and provides support and technical advice to MCT in order to grant fulfilment and coherence.
  • Is the responsible and technical referent for HR and Administration related issues at Mission level (recruitment, management and development of teams, contracting of national and regional employees’, remuneration of local and regional staff, etc.).
  • Ensure the proper implementation of the Performance Management System (PMS) throughout the Mission, providing technical support to the coordination team and the Administration Managers in implementing and detecting training needs, in accordance to operational requirements, in evaluating people performance and in implementing the associated action plans in order to improve people’s capabilities and their end results contribution to mission goals.
  • Supervise administrative processes for all staff and manage conflicts when they appear, in order to ensure labour legal compliance and to improve employer branding awareness.

SELECTION CRITERIA
Education and experience

  • Degree in degree in HR management or administration related studies or similar.
  • MSF experience of minimum 12 months or 3 missions as Financial and Administration Coordinator: preferably in emergencies or varied contexts.
  • Experience with other organisations will be taken into consideration.
  • Fluent (master them as working language) in at least two of the three following languages: Spanish, English and/or French.
  • Good IT knowledge: Microsoft Office package.

CONDITIONS

  • Based in the field during interventions.
  • Salary defined by the MSF-Spain salary grid (pool UE conditions, IRP2).
  • Commitment: minimum 1 year.
