Emergency IT Manager (F/M/X)

Field-based – 12 months (Renewable)

To fulfill its mission of assistance to victims of conflicts, epidemics or natural disasters, MSF-Switzerland has created an Emergency Pool, of which members are experienced individuals capable of evaluating a situation, opening, closing and coordinating emergency projects. The post of Emergency IT Manager reports directly to the Emergency Coordinator and to the Emergency Cell (Operations Department at headquarters in Geneva).

The successful candidate is expected to:

  • Work in all contexts set by the Emergency cell (Ecell)
  • Have the flexibility to work in different positions (IT, Log)
  • Work in emergency contexts with regular cells
  • Fill gaps in regular projects if/when needed.

Duty Station

All countries where the emergency desk opens activities, which require an urgent response.

On call, as Emergency IT Manager you should be available within 48 hours for rapid and short interventions. You will part of a core group of medicals, para-medicals and support staff responsible for responding to:

  • Epidemic outbreaks
  • Nutritional crises
  • Displaced populations and/or refugees’ camps
  • Conflict contexts
  • Natural disasters
  • Exploratory missions
  • Short gaps filling in the field on regular missions
  • Capacity building
  • Assistance to the ECell at HQ in Geneva

Job Description (but not limited to)

The IT/Telecom Referent of the Emergency Cell ensures the smooth technical operation (installation, use, maintenance, support and upgrading) of the IT (80%) and Radio-Telecom (20%) infrastructure and equipment used on MSF sites (field), as well as training for the concerned staff and reporting to the referents at headquarters.

  • Monitoring and Maintenance: Oversee IT and Telecom equipment, tools, and services in the mission, ensuring compliance with MSF standards and protocols.
  • Policy Adaptation and Implementation: Adapt general IT and Telecom policies to meet mission-specific needs, ensuring proper implementation for mission development.
  • Budgeting and Procurement: Collaborate in establishing annual budgets for IT and Telecom, provide technical expertise in local purchases, and contribute to technical content for national tenders.
  • Data Security: Supervise, implement, and enhance data security protocols to ensure confidentiality, availability, and recovery during emergencies. Also, lead and delegate tasks to IS specialists and ICT Supervisors.
  • Technical Support and Liaison: Provide technical support to all users, offer advanced support to logistics experts, and liaise with HQ IT FIELD Referents and external providers for escalated issues.
  • Training and Reporting: Conduct training for users, participate in regular reports at coordination level, and update/archive documentation. Additionally, plan, prepare, and report visits to sites under responsibility. Perform other tasks as defined by the job description and line manager.

Your Profile

Required:

  • Minimum 5 years’ experience in an IT position (development, support, system administrator, skills center, etc.)
  • Experience in deploying or providing technical support for business solutions.
  • Experience in an international environment.
  • Experience in project management methodology.
  • MSF field experience is an advantage
  • Good knowledge of system and network administration, workstations and Microsoft on-premises and Cloud environments.
  • Knowledge of telecommunications infrastructures (HF/VHF radio, VoIP, VSAT, Bgan, etc.)
  • Knowledge of digital radio and mobile embedded systems is an advantage
  • Fluency in French and English
  • Soft skills: Organizational skills, Methodical, Analytical, Teamwork, Autonomy, Ability to make decisions quickly, Mobility, Adaptation to different cultures, Listening and teaching skills, Writing skills.

Desirable:

  • Other languages represent an advantage: Arabic, Spanish, Portuguese

Terms of Employment

  • Field-based contract, fixed-term for one year, renewable.
  • Duration of the direct interventions in the field: from 6 weeks to 3 months (certain flexibility is asked in case of needs)
  • Per-diem, accommodation, travel arrangements, visa requirement will be taken in charge by MSF
