Duty station: Roving: Intersos’ field missions. Availability to cover the 3 INTERSOS E-Unit geographical areas and also new operational countries where INTERSOS is not yet present. 70% field, 30% home-based.
Starting date: 01/04/2022
Contract duration: 6 months renewable
Reporting to: Head of Emergency Unit
Supervision of: E-Unit team in the field

General context of the project
The Emergency Coordinator is part of INTERSOS E-Unit HQ team and she/will contribute in the achievement of E-Unit strategic goals and actions as indicated in the E-Unit Action Plan 202-2024. The Emergency Coordinator is responsible for the implementation of INTERSOS humanitarian response whiting the ongoing INTERSOS Emergency programme and, if needed, within 2-3 weeks from the onset of an emergency in strict coordination with the Head of Emergency Unit and the Emergency Coordinator in HQ.

General purpose of the position
The Emergency Coordinator will work in collaboration with the other Emergency Unit staff in HQ to support HoMs in the field in constantly analyse the major humanitarian crisis through the preparation of internal INTERSOS “crisis country sheet/sitrep”, managing emergencies & revision of ongoing programmes/strategies. The activities will be conducted in close collaboration with INTERSOS Emergency Team and with INTERSOS mission in the field expanding the capacity to identify and respond to the most urgent needs. The Emergency Coordinator will support E-Unit in providing humanitarian analysis to INTERSOS team at HQ and field level as well as supporting in the provision of ad hoc internal training if needed.

Main responsibilities and tasks

  1. Conduct in depth need assessments both in areas targeted by the first response and new areas of intervention.

  2. In line with the first findings of need assessments and Emergency Unit strategic priorities in the 3 targeted countries, identify intervention opportunities and design project proposals to be submitted to international donors and private foundations

  3. Guarantee constant presence and active participation to the coordination hubs (clusters meetings, other coordination meetings) with local and international stakeholders, enhancing visibility of INTERSOS’s intervention.

  4. Responsible for the support of the emergency program implementation, in coordination with the emergency team deployed on the field.

  5. Provide inputs and analysis to support the design of a possible mid-term strategy for INTERSOS mission in the given country/area;

  6. Where requested, to establish, guarantee and periodically monitor government’s recognition and accreditation procedures and any other formalities required by the hosting country.

  7. To ensure respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS;

  8. Work with ad hoc finance and administration colleagues to programme budgets including setting monthly forecasts and ensuring that line items are appropriately spent

  9. Provide updated humanitarian and contextual crisis analysis to E-Unit team in HQ and field senior staff in order to facilitate a strategic decision making process related to emergency response and to update the country strategies

Required profile and experience
Education
An advanced university degree in a relevant field, or equivalent working experience

Professional Experience
At least 5 years technical experience, including substantial field based experience in set up and organize emergencies response and develop emergency multi-sector program.

Professional Requirements

Knowledge of INTERSOS major donors requirements (ECHO, BHA, UNHCR, UNICEF, AICS, INTPA, etc);
Demonstrated experience in proposal writing, Proven management skills with effective personal communication skills;
Flexibility and ability to take initiative to adapt to changing circumstances

Languages

Excellent verbal and written communication skills with fluency in English, Spanish and French languages.
