ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL was created in Afghanistan in 1980 at the time of Soviet Occupation and has been supporting Afghan people for 38 years. SOLIDARITÉS INTERNATIONAL always maintains its presence in the country until 2018, without interruption covering a wide range of activities, (water, hygiene and sanitation / food security and livelihoods / shelter) for population affected by conflicts or natural disasters, from emergency response to development-oriented programs. The Organization has been working successively in almost all provinces of Afghanistan. In the past years activities were implemented in Wardak, Bamiyan, Khost, Paktika, Samangan, and Kunduz provinces. End of 2018 SOLIDARITÉS INTERNATIONAL had to leave the country due to lack of funding but continued to monitor the humanitarian situation in the country with the willingness to support vulnerable Afghan population. The evolution of the situation in the country, marked by a possible collapse of public services and a halt to certain development projects, as well as an aggravation of the impact of changing climatic conditions on rural populations, leads SI to reopen its mission in Kabul during the last quarter of 2021. In 2022, SI will aim at sustaining its support to vulnerable populations in Kabul, Kapisa, Bamyan and possibly Wardak and Logar.

The programs will include the 3 types of intervention regularly supported by Solidarités International. Priority will be given to livelihoods and food for the most vulnerable people, especially families suffering from SAM or MAM and in-country returnees. Rural families suffering from the drought will also be supported with agricultural inputs and infrastructure intervention when feasible. Access to safe water and sanitation will be the second axis of intervention, both in urban and rural settings, while paying a particular attention to the resurgence of cholera. Finally, SI will support families who lost partially or completely their shelters over the past few years due to the conflict.

ABOUT THE JOB

General objectives:

The FSL (Food Security & Livelihoods) Program Manager is in charge of implementing and achieving the objectives defined in the proposals.

He/she is in charge of supervising the operational teams allocated to his/her program.

He/she guarantees the proper execution and the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.

The position is based in Ghazni. This position will cover both cash for food support and livelihood assistance (farming and livestock).

Priorities for the 2/3 first months:

  • Participate in the recruitment / training of the FSL Team at field base level

  • Support coordination (Logistics and Deputy Program Coordinator –FSL) quality check for seeds and poultry

  • Review and validate (internally and with communities) community-based identification and selection process

  • With the support of the Field Coordinator in Ghazni and Deputy Program Coordinator -FSL, conduct the identification and selection process of the FSL activities in the targeted areas (and in collaboration with FSL PM in Wardak and Logar)

  • Revise forecasted activities if needed and draft an operation plan to start activities

  • Draft the APUIC for the programs under its management

  • With the support of the Deputy Program Coordinator – FSL and Field Co of Ghazni, launch program activities in its area of intervention

  • Ensure the transfer modality is still adapted to the context (cash for food, in-kind livelihood assets)

  • Ensure that the planned FSL activities are relevant and meet the needs and adapt the planning if needed

  • Ensure with the support teams that supply processes linked to the programs under its responsibility are launched and followed up

  • Participate in development of new project proposals

YOUR PROFILE

Education:

  • License or Master degree in humanitarian field and related topics required

  • Highly desirable: license of master degree in agriculture related topics

Experience:

Required

  • At least one significant experience in Livelihood / agriculture interventions as project manager

  • Experience with NGO

  • At least 2 years of experience in project management

  • Previous experience in implementing emergency project

  • Previous experience in carrying out assessments

  • Experience of working in tense security, volatile and emergency context

  • Experience in team management

Desirable

  • Previous experience in Afghanistan is an asset

  • Experience in delivering training and capacity building of staff.

  • Experience in DRR related FSL project management is a plus

Technical skills and knowledge:

Required

  • Mastering of project cycle management, and project reporting.

  • Extensive knowledge in agriculture, irrigation and livestock fields

  • Knowledge in proposal design and writing

  • Good Communication /coordination and representation skills in English

Desirable

  • Knowledge of SI rules and procedures would be an asset

  • Extensive knowledge Cash based interventions in emergency context

  • Knowledge on Food Security (ex: indicators FCS, CSI, CARI assessment, etc.), livelihood (agriculture, livestock) and markets (surveys, monitoring) is a strong asset

  • Skills on GIS and MEAL software (Kobo, XLS)

  • Knowledge of donors’ requirements and compliance rules

Languages: English, knowledge of a local language would be an asset (Dari or Pashtu).

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.

SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months spent on the mission. To these break periods, one additional rest day per month worked are granted.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Key information about living conditions

Living conditions are quite fair in Kabul, with possible access to all essential goods and services. It should be remembered that the consumption of alcohol is forbidden in Afghanistan. The security situation can be tense, and travel is sometimes restricted, but it is possible to have a social life.

Living conditions in the field are often harsher (limited access to electricity, harsher weather conditions, isolation, etc.) with paradoxically, depending on the area, less strict security conditions.
