Control Risks

Our client is a state-owned organization working within the international development and development policy sectors. The client supports the development of public/ private partnerships and local governance initiatives in developing and emerging economies, assisting partner countries fight poverty, maintain peace, protect both the environment and the climate and shape globalization in an appropriate way.

The Embedded Risk Management Advisor (RMA) will be charged with advising and supporting client’s office director in Iraq, local staff and business travelers and the security team at client’s headquarter location. The RMA will contribute to the operational implementation of the client’s safety and security management policies and standards.

The RMA will be expected to forge strong professional relationships with the client’s office director and headquartered security functions, whilst representing Control Risks and its commitments to providing the best possible service for our clients. The RMA will work a rotation pattern of eight weeks in country and four weeks at home/off.

Task & Responsibilities

The RMA will:

  • Acquire safety and security information as well as monitor and assess the day-to-day security situation in Baghdad, Erbil and project regions, especially in the most at-risk areas.
  • Co-Ordinate with security sub-contractors for client staff and duty travellers.
  • Establish and maintain relationships with security focal points for external organisations and stakeholders.
  • Develop an early warning system for any gradual shift in the security and safety environment.
  • Regularly update/revise the safety and security plan for the client offices (Baghdad and Erbil) with components as follows:
    • HRE planning, ideally harmonized with plans of the major stakeholders
    • Implementation of a communication strategy, including detailed recommendations on related technical equipment.
    • Updating of emergency scenarios and the associated security risks,
    • Revision of the Medevac plan for local personnel (taking into consideration that Medevac options for local personal are limited to their country) and support for Medevac cases for local and international staff
    • Support of a Business Continuity Management planning process for cases of emergency
  • Provide risk management advice and support for client offices and headquarters.
  • Provide biweekly Security Monitoring Reports on developments/occurrence/events relevant for the client, including recommendations for staff / client business travellers/Consultants.
  • Support site security assessments (office, hotels etc.), resulting in clear recommendations regarding the use of these facilities, including regular periodic updates.
  • Contribute to the development of a robust, durable and efficient transportation concept for the offices in cases of need, taking into account safety and security aspects.
  • Develop and report lessons learned from safety and security incidents
  • Develop and provide of a safety and security booklet (“Welcome Package”) and emergency contact cards with emergency numbers for incoming missions, including regular periodic updates.
  • Security briefing for incoming missions.
  • Accompanying missions, in addition to the CPT, if deemed necessary.
  • Active support in emergency/crisis situations in close coordination with designated client staff and CR security staff.
  • Coordinate and support business continuity management in cases of emergency. In order to achieve these tasks, the RMA shall apply the following methodology, among others:
    • Monitor and analyse open-source information (press, news channels, social media, etc.) as well as security sector information (e.g. specialized databases, reports from partners and stakeholders, etc.);
    • Exchange/networking, ideally with (non-exhaustive list):
    • Other players in the personnel security sector in the countries concerned (donors, financial institutions, NGOs, Embassies, EU, UN etc.)
    • Civil society players working on conflict management
    • The private security sector – Parties specializing in logistics and medical technology
    • Local (security) authorities
  • Develop security Standard Operational Procedures (SOP), plans and standing orders
  • Establish and track a security training compliance program
  • Monitor the performance for security subcontractors.
  • Provide direct, timely and detailed information and analysis of local events to the client.
  • Plan and co-ordinate complex client and delegation visits to and movements in Iraq and Kurdistan

Requirements:

  • Educated to Degree Level (Level 6) in a relevant discipline (Business Administration, Leadership and Management, Security Management, Resilience and Disaster Management, International Relations etc).
  • A minimum of five years relevant experience in a relevant leadership role.
  • Very high levels of written and verbal literacy, with a minimum of C2 English language fluency within the Common European Framework for Reference for Languages (CEFR).
  • Demonstrates collaborative behavioural practices including: Open-mindedness, effective communication, high levels of personal organisation, long-term thinking, adaptability and constructive debate
