Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to vulnerable populations with crises threatening their survival, mainly in the event of armed conflicts, but also epidemics, natural disasters, or exclusion of care. The French section of MSF is present in some thirty countries.

The main objective of the Ops department in OCP is to improve the quality of the operational response of MSF by formulating, supervising, and insuring the efficient implementation of its medical humanitarian activities. The department is organized in 8 operational cells, transversal units, and project units.

As part of a new permanent position, we are looking for a:

eHealth Implementation and Support Coordinator M/W

Under the overall supervision of the eHealth Unit Manager, the eHealth Implementation and Support Coordinator oversees the entire implementation and adoption lifecycle of eHealth tools (Health Management and Information Systems – HMIS and Electronic Medical Records – EMR) and processes.

He/she will provide oversight and manage the entire lifecycle of eHealth tool adoption in diverse MSF settings, including analysing needs and current systems, translation to design, configuration, deployment, and support.

Main Duties and Responsibilities

  1. Team and deployment management

  2. Oversee the project planning for eHealth related activities and coordinate with the team deliverables, timelines, and resources related to adoption

  3. Determine the scope and priorities of the eHealth Implementation and Support team activities component in collaboration with the eHealth Unit Manager

  4. Supervise distributed eHealth team members in areas of requirements gathering (business and systems analysis), deployment, training, documentation, and support; and provide effective mentorship and actively build these skills within the department

  5. Measure and communicate progress toward goals; determines and implements any necessary corrective actions

  6. Actively monitor and track project tasks, timelines, attainment of established milestones, and overall quality of activities and deliverables

  7. Liaise with external technology collaboration on enhancement, new development, and support

  8. Prioritize multiple requests, requirements, and feedback from various stakeholders and ensure projects are delivered on-time, on budget, and remain in scope

  9. Change management and integration

  10. Identify risk areas including blockers related to eHealth tool adoption and long-term use, including conducting change management assessments

  11. Anticipate and manage changes to projects

  12. Identify, analyse, and prepare risk mitigation tactics

  13. Identify and manage anticipated resistance

  14. Consult and coach project teams

  15. Monitor and follow the deployment progress

  16. Liaise with the HR cells and pool managers to identify and recruit project managers for EMR implementations

  17. Oversee and supervise the process and procedures related to implementation and the roles and responsibilities of potential MIOs

  18. Develop and update deployment tools

  19. Monitor and follow-up on the progress of Praxis, DHIS, and EMR deployments and provide feedback to eHealth team

  20. Identify and determine the scope of implementation and maintenance of the system, including the review of project activities and organization related to data collection and monitoring via follow-up visits or remote support

  21. Administrative Management

  22. Ensure new team members are properly briefed and trained

  23. Participate in the annual Unit planning and budget review

  24. Conduct yearly individual reviews with his/her team members

  25. Represent the eHealth in MSF meetings, with the external technical partners, and at conferences

Desired Profile

Experience and Education:

5+ years of experience in management, leadership, and/or project management

Diploma or formal training in medical, para-medical, or epidemiology

Field experience with MSF in medical or coordination positions (in Asia, Africa, or Middle East)

Knowledge of or experience in quantitative data management and information technology systems

Experience in training medical/paramedical personnel is an asset

Familiarity with open-source electronic medical records systems and platforms is an asset

Has a general understanding of application technology, functional design, and the development process

Has a general understanding of platform architecture, common integration approaches, security, data relationships, and interface capabilities.

Languages:**

English and French (oral and written), working language is English

Skills:**

Project management: use of project management methodologies (including Agile) and tools, resource management practices and change management techniques (project management certification is a major+

Experience in facilitating and evaluating training workshops

Experience in analysing and applying data to improve processes

Experience with MS Office tools: Excel, Word, Teams PowerPoint

Very good knowledge of functional domains and MSF operational processes

Willingness and desire to work with computer applications

Status: Permanent position (CDI) based in Paris with frequent travel within Europe and abroad.Benefits**:**44,9k € annual gross over 13 months
