The Role

The conflict in Ukraine has resulted in a major humanitarian crisis. Over 5 million people have fled to neighbouring countries, and millions are displaced within Ukraine. Plan International is responding to the crisis and working in partnership with civil society organisations in Poland, Romania, and Moldova to meet the needs of those affected by the crisis as well as host communities. Plan is supporting an integrated education and child protection response, incorporating mental health and psychosocial support (MHPSS), with cash and voucher assistance (CVA) as a modality.

There will shortly be a team inside Ukraine, working with the Ministry of Education and other partners to support a similarly integrated response, adapted to the fast evolving context in the country.

These positions in the refugee-receiving countries – Poland, Romania, Moldova – will lead the education component of the ongoing implementation of programming, in close collaboration with child protection, MHPSS and CVA colleagues. In Ukraine, the role will lead on the identification of partners, and the design and implementation of an integrated response in close collaboration with the Ministry of Education and Support, the Education Cluster and civil society partners.

The Ukraine Hub will oversee all roles. The Hub is a service-oriented structure to support the initiation of activities, and to help find solutions to problems as and when arise. Creative thinking and identifying work arounds to problems faced will be a critical element of the role.

The positions will develop and consolidate Plan International’s approach to Education in Ukraine and the refugee receiving countries, promoting integration with child protection and MHPSS. This will be done in close collaboration and coordination with our partners.

The roles will ensure Plan International is following high standards of programme quality, in line with the INEE Minimum Standards and other relevant standards and resources. The post holders will represent Plan International in external fora, ensuring the organisation is seen as a leader in gender focussed programming in humanitarian response.

The Requirements

  • Significant experience in planning, design and implementation of integrated humanitarian programs.
  • Significant experience of working in a range of humanitarian contexts (e.g. refugee, conflict, rapid onset).
  • Progressively responsible professional experience in EiE work.
  • Good knowledge of and experience in INEE Minimum Standards and with the Education Cluster.
  • Knowledge and understanding of key education issues, and particularly the interconnection with child protection and MHPSS through learner centred teaching and learning approaches.
  • Experience of conducting education needs assessments.
  • Experience of providing technical support and oversight to EiE programs.
  • Experience of capacity building on education technical areas with a variety of audiences.
  • Experience in program design and proposal development and ability to secure funding from public and private funding streams
  • Excellent negotiation and representation skills and the ability to work comfortably with diverse staff in a very sensitive environment.
  • A significant network with other organisations involved in this field.
  • Experience of designing and delivering training.
  • Fluency in English, written and spoken.
