The Education in Emergencies (EiE) Technical Advisor is responsible for providing strong technical leadership on Education in Emergencies programming in FCA¨s response in Ukraine. The Technical Advisor will lead education program strategy development and will oversee the technical design and implementation of high-quality programs in the response. S/he will co-ordinate with other program team members and volunteer staff and relevant technical sectors, to ensure a joint, proportionate and effective response.

The position will be located in Ukraine, with frequent travel to project areas. Technical Adviser will report to the Program manager.

Main duties and responsibilities:

  • Support programme development and lead on the identification and design of EiE components with simultaneous consideration of short- and longer-term needs
  • Organising and/or facilitating capacity building of program staff and facilitators as agreed
  • Design needs assessments and use data to inform the implementation of the program
  • Provide technical support in education related issues throughout the project implementation
  • Provide overall technical oversight of programme delivery; identify core strengths and areas for improvement, and build and implement relevant capacity support, training, coaching, mentoring and technical supervision plans across sector
  • Works together with FCA Senior Education Specialist and other education team members
  • Contribute to proposal development and ensuring that the EiE content is in line with FCA strategy and guidance
  • Coordinate with local and international NGO partners, with EiE, PSS and child protection sector coordination (clusters and sub-working groups), with relevant UN agencies, local government and affected community to plan, organize and implement activities
  • Monitor program implementation by using efficient methodology based on international standards, such as INEE minimum standards and other relevant minimum standards
  • Contribute to situation reports and communication materials
  • Prepare project related reports as needed
  • Participate in EiE related advocacy

Competence and Personal Requirements:

  • Professional technical experience matching the mentioned duties and responsibilities
  • Experience/technical knowledge in Early Childhood Development (ECD) and primary education
  • A minimum of 5 years international humanitarian field experience
  • Relevant educational background, including teacher training
  • Project management experience
  • Knowledge and understanding of the complexity related to emergency, refugee and IDP situations
  • Knowledge of the UN and cluster work
  • Knowledge of INEE Minimum Standards for Education in Emergencies, Child Protection in Emergencies
  • Donor contacts and donor management
  • Proficiency in English, Finnish, Russian/Ukrainian an asset

The position will be filled as soon as possible and it is a fixed-term employment until 31.05.2023, with 6 months probation period. The compensation is based on FCA salary scale and the candidate’s level of experience
