The Opportunity

  • Lead and oversee the effective implementation of the project objectives, ensuring high quality and timely deliverables to fulfil our obligations to stakeholders at all levels;
  • Manage EAMR project, draw project implementation plans, assess progress of activities implementation against plans on monthly basis, and document the progress and action corrective measures as and when required.
  • Support in the development of program design and implementation to ensure that the project achieves concrete, measurable results that lead to positive changes in the lives of children and youth targeted by the project;
  • To provide leadership and example to the project and partners’s staffs under his control and ensure compliance with SCI operating procedures, organisational guidelines and policies.
  • Coordinate and work in harmony with other departments to ensure that partners are oriented and provided adequate support to deliver on all programme objectives in timely and an efficient manner
  • Lead the assessement and selection process of the partner organizations and ensure proper capacity building plan and contract preparation.
  • To ensure all activities are undertaken in accordance with SCI standard operation procedures, policies and guidelines
  • To conduct monitoring and supervision visits to the project sites in accordance with plan developed, to ensure programme quality and compliance with set standards.
  • Producing and compiling weekly, monthly, end of term and program final report to inform programme direction. Share relevant reports as a feedback mechanism to all relevant stakeholders. Lead on producing and compiling special Donor Reports and funding applications when required.
  • Advise the SPM of issues arising which affect the, proper operation of the programme. Resolve issues based on advice provided and in coordination with EAMR PMU unit.
  • Liaise with local government, local community leaders and other organisations to ensure the efficient implementation of the programme.
  • To provide feedback on the lessons learned from the implementation of field activities and make recommendations for improvements as required.

Team/Partners’s Management:

  • Support partners to the development of EAMR staffing structure in the field, based on programmatic, administrative and financial requirements of the EAMR and in close coordination with EAMR PMU team
  • Work closely with PMU and Coutnry level HR and senior programme manager to ensure capacity building plan for partners is in place and regularly monitor in order to ensure high quality program delivery
  • Ensure team structure and clear roles and responsabilities, as well as information management system in place to ensure smooth implementation
  • Organize different forum and meeting to keep abreast of progress/plan at field level. In addition, organise regular general staff meetings (monthly).

Coordination

  • Collaborate actively with the EAMR Program Management Unit, country level Program Quality (PDQ) and TAs, including Monitoring, Evaluation, Accountability and Learning (MEAL) teams; solicit advice and feedback and work with the teams during Program design, advocacy message development, lessons learned documentation, and MEAL planning;
  • Maintain close communication and coordination with the designated Technical Advisors for the project at the CO level as well as at the PMU level;
  • Develop and foster relationships with donors, partners, government authorities, private sector and other actors to ensure continued support for SC programmes and enlist their support and assistance in working towards achieving sustainable and replicable programme models

Financial and Administration:

  • Assume budget holding responsibilities, prepare and regularly update the budget for the entire grant period; and oversee all expenditures;
  • Develop activity expenditure plan and communicate the same to SPM
  • Assist in the development of annual programme budget; processing of advance requests and follow through on the retirement of such advances
  • Ensuring members of the programme team are conversant with all policy requirements and that they are complying with the same.
  • Managing the performance of the local partners and closely monitoring mbudget spending in accorence with donor and SCI regulation.
  • With support of Senior Programme Operation Manager with grant set up, cycle and closure, including budget and payment schedule, reporting dates and schedules.
  • Ensuring the reputation of SCI is protected and promoted by all programme staff members.

Reporting:

  • Ensure accurate monitoring & evaluation and indicator tracking plans for the different project components, developing additional monitoring & evaluation tools as necessary to monitor project progress, with support of Monitoring, Evaluation, Accountability and Learning (MEAL) team;
  • Ensure development of timely and quality technical and financial reports as per the project donor’s requirements against the agreed indicators;
  • Compile concise quantitative and qualitative reports on a monthly, and quarterly basis;
  • Ensure that ongoing programme monitoring/learning feeds into alterations into programme design.
  • Work closely with the MEAL team to collect information on programme monitoring, progress and quality to support ongoing reporting, proposals and other operational management tools , while ensure appropriate accountability and feedback mechanisms are established within the project.
  • Set up data base systems at field and PO level and use information from database to track projects / program progress on monthly basis.

Child Safeguarding Policy

  • Ensure the Save the Children’s Child Safeguarding Policies are understood by all staff, partners and that it is integrated into all aspects of the team’s work.
  • Supports implementation and various tasks linked with CSG induction, trainings and awareness raising, investigation and reporting on CSG and Code of Conduct cases and allegation.
  • Liaises with the Safety & CSG Manager to timely review and update CSG risks and mitigation measures and to documents these.

Representation & Advocacy: in close coordination with the SPM:

  • Represent the SCI to local authorities, community based organization, NGOs, networks and the community leaders at the field office level.
  • Maintain close relationship with partners, PTAs, teachers, head masters, community leaders, local authorities to ensure that programs are implemented in an effective and coordinated manner and maintain good public relations.
  • Represent the organization in different forums as required in line with the organizational objectives and goals and support local partners visibility and involvement in local coordination and representation platfrom.
  • Establish and maintain contact with all key actors relevant to programme implementation in the field office and share programme successes and challenges to broaden ownership and ensure genuine partnership.
  • Maintain close working lrelationship with SDC local office and coordinate representation and advocacy and visibility effort at the field level with them.

Essential

  • At least 5-7 years successful experience in project management and implementation with reputable humanitarian NGO operating in the Sudan
  • Excellent oral and written communication skills in English and Arabic
  • Proven history of project management including project design, budgeting, implementation and monitoring and evaluation administration
  • Highly developed interpersonal and communication skills including influencing and negotiation and coaching
  • Experience with partner coordination, including government, non-governmental partners and donor relations
  • Excellent analytical and creative abilities with strong results orientation
  • Commitment to Save the Children values.
  • Willingness to learn and share information
  • Ability to work under pressure and in a team.
  • Good computer skills in MS packages (Computer Applications; word, excel, PowerPoint, etc.)
  • Strong leadership skills including ability to be in control of delegated responsibilities.
  • Interpersonal Communication Skills.
  • Strong reporting skills and experience in developing donor reports.
  • Working independently with limited supervision.
  • Practical experience of programme monitoring and evaluation.
  • Proven ability to work to programmes and meet deadlines.
  • Ability to evaluate and analyse large volumes of diverse data.
  • Well developed community mobilization skills
  • Good knowledge of financial management in the NGO sector.
  • Computer literate in Microsoft packages especially Excel and Word
  • Energy and self motivation.

Desirable:

  • Knowledge of the needs of refugee, asylum seekers and migrant children living in Sudan.
