DRR Technical Advisor

SUMMARY

This position is an exciting opportunity to get hands-on experience working with a professional humanitarian aid organization with 18 years of experience in emergency and trauma. In addition, this is a chance to be part of the leading team of IsraAID HQ, supporting country office staff in their mission of offering services to people recovering from a disaster or preparing for future hazards, and are living in different challenging environments.

CONTEXT

IsraAID, founded in 2001, is a non-profit, non-governmental organization committed to providing life-saving disaster relief and long-term support. Our teams of professional medics, water engineers, mental health and psycho-social support experts, and community mobilizers have been on the front lines of nearly every major humanitarian response in the 21st century. Our mission is to support people affected by humanitarian crises. We partner with local communities worldwide to provide urgent aid, assist recovery, and reduce the risk of future disasters. IsraAID HQ is based in Tel Aviv and supports all IsraAID programs, both development, and emergency, worldwide. The DRR consultant will work as part of the programs department to support the development, implementation, and evaluation of DRR programs worldwide, striving to increase the scope and depth of IsraAID activities.

ESSENTIAL SKILLS, KNOWLEDGE, AND COMPETENCIES

Main areas of responsibility:

  1. Take leadership in the strategic development of the IsraAID’s approach to DRR.
  2. Oversee and contribute to developing the sectoral body of knowledge according to most recent theoretical developments and humanitarian aid agenda in stable environments and emergency settings.
  3. Offer technical support to deployed teams delivering DRR programs in emergency operations and stable environments in accordance with the program cycle.

Detailed responsibilities:

  1. Take leadership in the strategic development of the IsraAID’s approach to DRR.
  • Offer leadership in the design and implementation of the sector strategic approach from a global and local perspective of DRR and DRM.
  • Represent IsraAID in global forums as relevant
  • Support the building and maintaining of high-level DRR-related partnerships with recognized institutions in collaboration with the heads of sectors (WASH, Health, Protection Education)
  • Coordinate and support collaboration with academic research
  1. Oversee and contribute to developing the sectoral body of knowledge in accordance with most recent theoretical developments and humanitarian aid agenda in stable environments and emergency settings.
  • Take leadership in the design of the sectoral body of knowledge in identified intervention modules to the level of module guidebook of approach, trainer’s handbook, and relevant tools
  • Take leadership, together with the other heads of sectors in the development of appropriate programming tools for the development, implementation, and closing of DRR programs in emergency and stable environments
  • Continued development of IsraAID DRR modules implemented in humanitarian settings
  • Work closely with the other heads of sectors to guide, mentor and support the DRR aspects in existing and new programs
  1. Offer technical support to deployed teams delivering DRRDRM programs in emergency operations and stable environments in accordance with the program cycle
  • Deploy to missions as DRR specialist to support ongoing missions
  • Participate in the development of programs in countries of reference, including development, implementation, and ending of programs that include a DRR component, in accordance with the program cycle.
  • Offer technical support to deployed teams delivering DRR programs as needed, in accordance with the program cycle.
  • Develop and conduct training and orientation for IsraAID relevant technical staff prior, during and post their mission
  • Offer online support, guidance, and capacity building to DRR and other technical staff for the intervention’s program design, assessment, and planning.

QUALIFICATIONS

Required:

  • Fluent written and spoken English,
  • Relevant academic background in DRR Climate resilience any other relevant background. Any relevant background in community development is an advantage
  • Proven experience in implementing DRRDRM programs in the context of developing countries, crisis zone, or emergency settings
  • Minimum of 5 years experience working in the DRR DRM program in a local and international level.
  • Proven background in staff guidance and supervision.
  • Remote position, preference to specific locations of IsraAID global offices: Israel HQ (Advantage) Nairobi, Uganda, Baranquilla, Guatemala, Dominica, Kiev, Mozambique.

CONDITIONS

  • 21 weekly working hours- 50% position with option for expansion of the position after 6 months.
  • Approx. Three deployments during the year of up to 3 weeks.
