CONTEXT:

Founded in 1951, the International Organization for Migration (IOM) is the United Nations agency responsible for migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting human and orderly migration for the benefit of all by providing services and advice to governments and migrants.

Since 2015, IOM has been engaged at highest level on Migration Environment and Climate Change. A manifestation of this engagement was particularly obvious with the creation of a dedicated division, the development of a 2023-2030 institutional strategy but also the establishment of a whole-of-institution approach to COPs since 2022. In addition, IOM has been playing a key role in facilitating policy-dialogue at global level (resulting in the importance of the topic in the Global Compact on Migration), but also in fostering partnership collaboration.

At regional level, thematic specialists were deployed in 2018 for half of the regional offices, to strengthen the capacity of country offices and to support them in tailored programming. In West and Central Africa, the current active project portfolio is 7 projects with a value of USD $451,116 .

Unfortunately, funding on human mobility linked to climate change remains too scarce, despite the engagement of donors like France, the Bureau of Population, Refugees, and Migration (PRM) or Switzerland. Main identified reasons are : key climate funds are still not open to migrants and remain inaccessible for communities of the region, many funding policies separate climate funding from human mobility, donors still need to understand how to address concretely human mobility in the context of climate change.

In that sense, a mapping of active donors in the region would be an opportunity to better understand their priority intervention sectors. Thus, it will support IOM and its partners to enhance partnership and collaboration with and among the donors, and mobilize further resources to develop its programming on human mobility in the context of climate change. Indeed, while more efforts are being devoted to a better understanding of human mobility in the context of climate change in West and Central Africa, resources are still not sufficiently deployed to develop concrete action on the topic. In line with IOM’s institutional strategy on human mobility and climate change, our strategic approach is rooted in the notion that strengthening a virtuous evidence-policy-action cycle is key. To better support the donors in engaging on the topic, IOM is launching this consultation to better assess the funding landscape and potential on human mobility in the context of climate change, identify gaps and opportunities in West and Central Africa.

Geographical Scope: Benin, Burkina Faso, Cameroon, Cabo Verde, Central African Republic, Chad, Congo, Cote d’Ivoire, Gabon, Gambia, Ghana, Guinea Conakry, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Sao Tome & Principe, Senegal, Sierra Leone and Togo.

PURPOSE OF THE MAPPING

Main Objective: In contributing to IOM’s engagement with donors, this consultation will identify concrete funding gaps and opportunities in West and Central Africa on the topic of human mobility in the context of climate change.

First, the mapping will help better assess donors’ engagement (actual and potential) about human mobility in the context of climate change as well as important related topics, such as: environmental degradation, disaster risk reduction(DRR); displacement and climate vulnerabilities, urbanization, agriculture, humanitarian and social affairs; environment, water and climate change.

Last, this consultation will provide IOM and its partners an analysis of concrete funding gaps and opportunities for an impactful programmatic intervention on human mobility in the context of climate change, environmental degradation and disasters.

TASK DESCRIPTION

The consultant will build on existing practices and tools for fundraising developed by IOM in West and Central Africa to lead the present consultation.

In order to achieve results toward the goal of this mapping, the consultant will:

  1. Present a draft workplan of the three (3) months’ consultancy including the suggested methodology, to be approved by IOM;
  2. Develop a geographical mapping of all donors in the region;
  3. Mainly through a desk review, identify donors’ priorities on human mobility, climate change and related topics at global, regional and (when relevant) national levels ;
  4. Lead and coordinate an exhaustive online survey targeting donors in the region;
  5. Conduct targeted interviews with a minimum of a dozen of key stakeholders in the region ;
  6. Conduct a SWOT analysis for at least ten selected donors ;
  7. Develop an operational tool (guide) for IOM and its partners based on the results from the mapping that will include:
  8. Present the final consultation report;

EXPECTED DELIVERABLES

  1. Draft Workplan of the consultancy;
  2. One (1) final report including the following tools (all approved by MECC Regional Unit):
  • One (1) exhaustive mapping of donors’ engagement in the West and Central Africa Region on human mobility in the context of climate change and related topics;
  • One (1) approved questionnaire for donors (for the survey);
  • One (1) report on the desk review desk review analysis ;
  • One (1) report on the results of the online survey;
  • One (1) technical sheet per donor for at least ten (10) donors ;
  • One (1) set of recommendations for IOM and its partners ;
  • One (1) exhaustive list of donors’ contact.

MANAGEMENT AND SUPERVISION

The Regional Office (RO) of West and Central Africa will oversee the consultancy. The consultant will receive direct guidance from IOM’s Regional Thematic Specialist (RTS) on Migration, Environment and Climate Change (direct supervisor).

QUALIFICATIONS, SKILLS AND EXPERIENCE

Education

  • Master’s degree or equivalent in Statistics, Agriculture and Natural Resources management, Development Studies, International Affairs or a related field, with three years of relevant professional experience; or
  • University degree in the above, with five years of relevant professional experience.

Experience

  • Experience in engaging with multiple donors and more specifically within the West and Central Africa region;
  • Excellent analytical and communication skills.
  • Strong experience in carrying out mapping surveys, analysis or related assessments for technical carrying out of Studies;
  • Strong experience liaising with donors, government, and civil society stakeholders;
  • Good level of computer literacy;
  • Excellent grasp of migration dynamics in the West and Central countries;
  • Familiarity with the United Nations System and/or other international organizations is an advantage.

Communication

  • Have good oral and written communication skills;
  • Be flexible to change and able to manage complex situations;
  • Have solid knowledge of Information and Communication Technologies.

Languages

  • Excellent oral and written fluency in English & French is required. Working knowledge of another Official language is an advantage.

In addition, the consultant will:
