Job Description

JOB SUMMARY: The primary function of the Program Director is to support the Senior Director, US Programs in providing technical oversight to ensure excellent program implementation across all program sites. As part of the senior leadership team, the Program Director also plays an active role in providing strategic leadership in the development, technical guidance, execution, and evaluation of programs. The Program Director will ensure alignment and technical proficiency of programs to meet donor specifications, coordinating as needed with operational support units. S/he is expected to ensure programming that is evidence based, aligned with state and agency healthcare protocols, and meets International Medical Corps’ global standard for patient-focused, community-driven care. The Program Director will conduct frequent visits to the various program sites to support the field sites.

MAIN TASKS AND RESPONSIBILITIES

Program Management • Manage the programs in ensuring their objectives and achieving impact are met; • Proactively oversees all components of the program management cycle, identifies needed areas for quality improvement and facilitates communication between technical, operations and finance leads onsite and with US/global International Medical Corps departments (e.g. technical units, US Programs, ERU, etc. )., • Lead internal and external program planning, including annual work planning with IMC US Programs team across all sites. • Provide policy guidance, training and ongoing support to the program staff, Site Liaisons/Administrators and their respective teams. • Ensure donor compliance in implementation of projects and with donor contract requirements/ reporting deadlines • Oversee the development of scheduled and ad hoc donor reports and other communication materials as needed. • Ensure all activities are conducted in a timely, cost and quality effective manner • Ensure that medical services at all program sites are running efficiently, with frequent visits to them • Review and assist in the maintenance of site Operating Budgets • Provide program support and oversight to all project staff and site managers • Oversee the collection and timely reporting of project data and statistics for all programs (including objective, indicators and outcomes) according to internal and donor requirements • Support the selection, recruitment, and training of program staff • Technically Supervise, orient, monitor, and evaluate program staff of the mission in close collaboration with the Senior Director, US Programs; • Ensure the implementation of MEAL activities in line with donors’ requirements and IMC’s minimum standards. • Ensure formal design, implementation, training, and monitoring of community-based feedback and response mechanisms (CBFRM) to capture, monitor, respond to and act on feedback and complaints from communities.

Training/ Capacity Building • In collaboration with HR and other senior team members, develop a strategy to deliver onboarding and refresher training that ensures teams can deliver technical services while maintaining compassionate, patient-focused care. • Determine training needs for Program staff and facilitate the participation of these staff in necessary trainings in order to build capacity and increase job responsibilities • Advocate and plan for professional development for Program staff • Guide and support curriculum development and training program for staff and partners, if any

Human Resources Management • Serve, with the HR team, as the primary point of contact for the partner staffing agency, ensuring excellent placement of clinical staff at medical sites. • Supervise the human resource functions of the project to ensure their smooth and effective operations • Collaborate with the HQ team to supervise the oversight of staff personnel files inclusive of contracts, leave records, and other paperwork required for employment • Ensure compliance with local labor laws, inclusive of contracts, compensation packages, and working hours • Oversee the recruitment, selection and management of qualified program staff and recommend promotions, disciplinary action, and termination of staff in consultation with supervisors • Collaborate with Site Administrators and Incident Management Team to maintain security of staff in the site locations

Relationship Management • Maintain regular communication with Sr. Director, US Programs, other Senior Leadership Team members, the Incident Management Team and site senior staff to ensure program activities and objectives are achieved • Maintain working relationships donor and partner agencies as needed • Ensure there is active coordination between departments at the site level of operations Represent the organization and program with donors, partners, and other key internal and external stakeholders as needed

Monitoring, Evaluation, Accountability and Learning • Ensure the implementation of MEAL activities in line with donors’ requirements and IMC’s minimum standards. • Ensure formal design, implementation, training, and monitoring of community-based feedback and response mechanisms (CBFRM) to capture, monitor, respond to and act on feedback and complaints from communities.

Job Requirements

MINIMUM QUALIFICATIONS • Typically, a Master’s Degree in related field is preferred. Equivalent combination of relevant education and experience may be substituted as appropriate; • Typically, 12+ years of relevant and progressive experience in US emergency response, health programming, NGO project and personnel management experience, inclusive of minimum 8 years of domestic emergency response experience in a program management role; • Knowledge of IMC procedures and policies and US donors’ regulations (State of California, FEMA, HHS) preferred • Familiarity with project management cycle. • Familiarity with domestic emergency response operations, coordination structures and the mandates of donors, state agencies and NGO’s; • Excellent write and oral communications skills; • Excellent organizational skills, ability to be flexible and with well under pressure in a fast paced multi task team environment; • Profound cross-cultural awareness; • Fluent in written and spoken English is essential; fluency in written and spoken Spanish strongly preferred • Previous demonstrated experience working in domestic emergency response.
