Job Description

JOB SUMMARY: International Medical Corps is seeking an Incident Management Team Deputy Operations Chief to support the response for medical services at multiple sites in Southern California. Based in San Diego, the Deputy Operations Chief reports to a regional Incident Management Team (IMT) Operations Chief and supports the Operations Section with coordination, integration and situational awareness of all medical operations across multiple program sites, helping to inform and ensure excellent implementation of the medical response action plan. The Deputy Chief also supports the Medical Directors and Site Liaisons at each program site to help ensure operational excellence. The Deputy Chief also serves as a member of the International Medical Corps program leadership team, serving as the medical operations liaison between the organization and the IMT.

MAIN TASKS AND RESPONSIBILITIES

• In close coordination with and in support of the Operations Chief, provide program visibility, technical advice and guidance for the management of medical operations as part of broader program operations, helping to ensure safe program implementation. • Support the development of the medical operations portion of the Incident Action Plan (IAP) and related planning documents. • Provide overall supervision for the execution of the medical operations portion of the IAP, including collaborating closely with site liaisons and/or medical directors. • Request as needed and/or make recommendations for additional resources to support medical operations as needed. • Make or approve expedient changes to the IAP to ensure that operations meet the changing needs of an evolving healthcare response. • Coordinate closely with the Operations Chief, subordinate Operations personnel, and other key stakeholders involved in the incident response. • Collaborate with International Medical Corps’ program leadership team as needed to ensure coordination and excellent program implementation across all program sites.

Job Requirements

MINIMUM QUALIFICATIONS • Typically, a Master’s degree in emergency response, health or social service-related field. Equivalent combination of relevant education and experience may be substituted as appropriate. • Proven progressive and significant experience (12+ years) in emergency response and/or humanitarian programs, mainly in the medical, health or related field (Health policy, health reforms); including 7+ years of management experience in an NGO environment, with at least 3 years of significant field operations experience running emergency programs; • Clinical (MD/NP/PA/RN) experience preferred, but not required. • Strong and diverse background in operations, with strong understanding of logistics, administration, HR • Experience with and significant knowledge of US National and State level Incident Command System (ICS), including completion of ICS 400 within 3 months of hire • Ability to analyze information, evaluate risks, mitigation options and to think and plan strategically • Experience of working within a complex and matrix organization structure • Outstanding organizational and problem-solving skills, analytic & pragmatic. • Ability to define problems, collect data, establish facts, and draw valid conclusions, and to synthesize complex information quickly. • Ability to cope with stressful situations and work with limited resources. • Profound cross-cultural awareness and some insight into health care issues • Excellent communication skills; strong written and oral English skills required; Spanish written and oral skills strongly preferred.
