The Director of Program Delivery and Impact for the Health Equity and Rights (HER) team leads the implementation and efficient delivery of a diverse portfolio of projects representing CARE’s Health programming, lead the development and execution of the team strategy for identifying, articulating and capturing CARE’s distinctive technical approaches, methodologies, processes that are drawn from our programmatic work and aligned with current market demand. Both through direct support and through coordination across HER’s functional teams, the incumbent in this position ensures efficient team workflows and smooth operations for projects in portfolio; provides high-level guidance on project budgets and internal organizational requests; and supports project design and resource mobilization efforts.
Reporting to the Senior Director for HER the Director also serves on the HER leadership team, which supports the Senior Director in team management along with project managers and team leads, as well as serving as the Sr. Director’s designate at internal and external meetings as needed.
The person in this role is responsible for managing upto 5 Senior Technical Advisors/Project Managers who in turn may manage 1-2 Technical Advisors/Specialist or Interns. S/he models leadership that is both results-focused and consultative and relies on excellent negotiation and influencing skills. S/he approaches both direct supervision and management support to the larger project teams globally from the perspective of coaching and mutual learning.
The Director leads engagement with external partners to increase visibility of CARE’s distinctive approaches and to build new partnerships and broker new opportunities. Exceptional skills working cross-culturally to support design, documentation, and evaluation of health programs is required. The incumbent must have in depth knowledge and expertise in health systems strengthening, adolescent health programming, MEL, sexual reproductinve health in both development and emergecies context and project management skills. Outstanding writing skills, communication and presentation skills are required.
Responsibilities:
- Direct CARE’s portfolio of Health programs to improve healthcare outcomes globally.
- Lead engagement with external partners to increase visibility of CARE’s distinctive approaches.
- Support HER resource mobilization efforts, engage with donors and grow Health portfolio.
- Support the efficient functioning of the HER team as a member of the leadership team.
- Team Management/Staff guidance and supervision.
Qualifications:
- Masters’ Degree in public health or related field.
- 10 years of experience in global health with special emphasis in HSS, FLHWs, reproductive/maternal/child/newborn and adolescent health (RMNACH) spectrum required.
- Strong skills in project monitoring, evaluation and learning, with particular focus on performance management and project MIS
- Expertise in program quality improvement / quality assurance .
- 5-7 years of management /supervisory experience required.
- Applied experience implementing RMNCAH programming in implementing country with direct responsibility for project team, deliverables and budget management.
- Substantial experience overseeing large multi-country projects with responsibility for donor relationship management, technical oversight and project management.
- Excellent communication skills in English, and at least one additional language (French, Spanish).
- Demonstrated commitment to and leadership in global RMNACH.
