Amref Health Africa is seeking a qualified Director of Finance and Administration to support the Chief of Party in implementing the anticipated USAID-funded activity titled Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Round 3: Youth. The five-year global project with a budget of approximately US$25 million will focus on policy, advocacy, financing, and governance (PAFG) and technical assistance for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDs related to youth and adolescents as well as gender equity.

Job Summary

The Director Finance & Administration will be responsible for the management the Activity’s financial and administrative operations. S/he will work closely with the Chief of Party in providing oversight and ensuring that the financial systems and internal controls are in place and comply with the standard USAID rules and regulations, and Amref Health Africa policy and procedures. S/he will serve as the focal person for the day to day financial and operational management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, providing accurate and timely financial reports for donors, and overseeing information technology and administration functions.

Main Responsibilities

Financial Accounting

  • Lead the generation and interpretation of monthly financial reports and communicate key indicators to the stakeholders.
  • Review payment vouchers and other journals to ensure proper expense coding and documentation.
  • Generate grant cash flow plans in coordination to ensure that sufficient cash is available for project implementation.
  • Visit and provide oversight over field operational areas with a view to ensuring that all donor requirements are complied with and corrective action taken immediately.
  • Manage, monitor, and update project budget and obligated funds; review and analyze variations.
  • Supervise, and mentor grants finance staff.

Administration

  • Oversee and supervise the administrative function including reception, property/facility management, safety of the work environment, and provision of furnishing and equipment necessary for effective operations.
  • Oversee the management of leases, contracts and other financial commitments.
  • Monitor all legislation relevant to the organization (employment standards, occupation health and safety, human rights, etc.) and all regulations on professional certification to ensure that the project is compliant.
  • Ensure overall smooth and cost-effective running of the project`s internal administration.
  • Evaluate and advise on appropriate technology that meets the project’s information requirements and financial resources.

Knowledge Management

  • Work with the Chief of Party (CoP) and other key personnel to ensure coherence between programmatic activities and financial provisions;
  • Assist the CoP in addressing cooperative agreement-related issues and ensure that the Activity’s financial controls and systems comply with USAID practices and meet all required rules and regulations and follow Amref Health Africa policies;
  • Manage sub awards in collaboration with technical team based on procurement guidelines
  • Ensure compliance with USAID rules and regulations and Amref Health Africa policies and procedures in implementation of all program activities.

Grants Financial Management and Reporting

  • Review financial reports and variance analysis before submission of reports to USAID
  • Provide backstopping to grants accounting and management to ensure accurate coding of expenses and full compliance with both internal and donor requirements.
  • Overseeing subgrant monitoring and compliance including organizational assessments, review of financial reports/ advance requests, and financial tracking
  • Develop sub grant monitoring plans; perform and document compliance visits
  • Take part in the program and project performance monitoring, evaluation and reporting in accordance to donor requirements.
  • Submit in good time end of project grant financial reports and follow up on the project close-out procedures relating to financial aspects, asset disposal and release of liability among others.
  • Prepare and maintain the Grant Tracking Sheet while ensuring that the same is regularly shared with program and operations staff as appropriate.
  • Provide a supervisory role over the Grants team in ensuring the continuity of the project cycle management and adherence to the Finance Manual.
  • Coach and mentor grant finance staff on matters related to grant management.

Qualifications

Education

  • Master of Business or Finance degree and CPA or a relevant degree from a recognized University.

Required Experience

  • At least ten (10) years of experience managing finances for large and complex programs with in-depth knowledge of USAID financial management rules and regulations.
  • Proven ability to prepare budgets and donor financial reports.

Knowledge and Skills

  • Experience in USAID business practices and detailed knowledge of US government rules and regulations;
  • Extensive experience with project financial management, including financial controls, accounting, and audit, as well as financial reporting;
  • Ability to provide leadership, communicate effectively, and promote a team approach to enhance staff commitment to the program’s success.
  • In addition, successful candidates must be willing to travel 25% of the time.
