Amref Health Africa is seeking a qualified Chief of Party (CoP) to lead the anticipated USAID-funded activity titled Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Round 3: Youth. The five-year global project with a budget of approximately US$25 million will focus on policy, advocacy, financing, and governance (PAFG) and technical assistance for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDs related to youth and adolescents as well as gender equity.

Job Summary

The Chief of Party (CoP) will provide overall technical and operational leadership, mentoring and backstopping of staff implementing the project. The CoP will be responsible for building and maintaining strategic partnerships with stakeholders including the relevant USAID Missions, and youth-led organizations (YLO). The Chief of Party will provide leadership, vision and direction to ensure the strategic, technical, programmatic, and financial integrity and quality of the PROPEL Round 3. S/he is primarily responsible for ensuring the completion of project results specified by USAID; Excellence in producing contractual deliverables and achieving project results specified by USAID, within the timeframe and budget, and in compliance with USG rules and regulations and Amref Health Africa’s policies and procedures. S/he manages all PROPEL Round 3 staff and ensures that they have the capacity and work environment needed to be successful. In addition, this position will manage relationships with consortium partners and oversee the implementation of their activities. The Chief of Party is responsible for representation, communication and reporting to USAID.

Main Responsibilities

Technical Leadership

  • Provide management, vision, strategic direction and leadership in the delivery of the program.
  • Ensure successful completion of activities to ensure project goals and objectives are accomplished within prescribed time frame and funding parameters
  • Provide technical guidance in bringing about a youth-led, youth-owned, and youth-managed programme that is both empowering to the youth while delivering on the purpose of this Activity.
  • Directly supervise, coach and mentor the Activity’s senior staff to develop their leadership skills.

Partnership and Relationship Management

  • Foster and nurture strategic partnerships among actors at international level including relevant USAID Washington and relevant Missions globally, Ministries of Health, youth-led organizations, the private sector, and the donor community.
  • Manage relationships with consortium partners and ensures quality deliverables are met per the sub-contractual agreement.
  • Serve as the principal contact person for both the USAID Washington Bureau and USAID missions that buy into the project; including nurturing and maintaining strong relationships with all stakeholders

Fundraising

  • Lead efforts to secure USAID Missions buy-in to the project in order to optimize this Activity’s capacity to respond to country-level needs.

Monitoring, Evaluation and Learning

  • Oversee the development and review of annual work plans and budgets and oversee the preparation of quarterly and annual reports to USAID; ensure the timely submission of work plans, budgets and progress reports, and other deliverables as requested by USAID Washington
  • Perform site visits and technical program reviews, ensure high quality results through a regular review of performance, identifying steps for improvement and assuring appropriate follow-up.

Compliance

  • Ensure project operations comply with Amref Health Africa policies and procedures as well as USAID rules and regulations.
  • Lead the activity team in exploring innovative ways of delivering PROPEL Round 3, ensuring learning, documentation and dissemination of best practices.
  • Protect Amref Health Africa from risks, ensuring appropriate use of financial and other resources and ensuring compliance with relevant laws including registration, banking, local taxation, labor laws, in compliance with Amref Health Africa’s policies.

Qualifications

Education

  • Master’s degree or higher in in public health or another relevant field.

Required Experience

  • Minimum of ten (10) years of relevant experience in leading large and complex partnerships programs focused on youth and adolescents, FP/RH, maternal health and HIV/AIDS.
  • In-depth knowledge of USAID approaches, rules and regulations;
  • Expertise/experience in policy, advocacy, financing and governance in FP/RH, youth, and gender.
  • Experience working with youth-led organizations (YLOs) and youth in youth-led/youth driven programming
  • Experience leading global/multi-country projects
  • Experience managing consortium partners and sub-awards
  • Experience working on global programs with buy-ins

Knowledge and Skills

  • Significant experience in leading large and complex donor-funded projects, especially USAID projects; previous COP and/or Deputy COP experience preferred;
  • Knowledge of USAID rules and regulations for cooperative agreements
  • Familiarity with gender equality approaches and strategies and working with marginalized groups.
  • Demonstrated ability to cultivate relationships and collaborate with a variety of stakeholders such as youth, government ministries and officials, NGOs and donors, community-based institutions,
  • Ability to provide leadership, communicate effectively, conflict resolution, and promote a team approach to enhance staff commitment to the program’s success.
  • Excellent communication and interpersonal skills;
  • Ability to analyze, interpret and solve difficult problems; ability to handle multidisciplinary responsibilities and priorities;
  • In addition, successful candidates must be willing to travel 25% of the time.
